(EPA) anticipates awarding a requirements type contract for
architectural and engineering (A-E) services in the states covered by
EPA Regions 6, 7, 8, and 9. Within those Regions, EPA currently
operates facilities in 6 states: Oklahoma, Texas, Kansas, Colorado,
Nevada, and California. EPA anticipates that most A-E services under
any resulting contract will be associated with the facilities in these
6 states. Specific requirements will be identified in written delivery
orders issued by the Contracting Officer. A-E services which may be
required under any resulting contract include fundamental design, final
design and construction phase services for various construction and
alteration projects; A-E studies, surveys, soil borings, investigative
reports, and design criteria development; revision of A-E drawings of
various facilities to reflect modifications; development of site and
utility plans; structural analyses and feasibility studies; and
construction quality control inspection. Types of projects may include
(1) alterations and modifications to existing laboratory facilities,
(2) heating, ventilating and air conditioning modifications, (3) design
of fire protection and detection systems, and (4) site improvements.
Firms will be evaluated according to the following criteria, which are
listed in descending order of importance: (A) Demonstrated corporate
experience in performing design and construction phase A-E services for
analytical and research laboratories, including modifications thereto;
(B) Experience and professional qualifications of proposed key
personnel in all A-E disciplines; (C) Capacity of the firm to complete
delivery orders within a reasonable time period, including depth of
professional staff in all A-E disciplines and depth of support staff;
(D) Record of past performance on contracts with Government agencies
and private industry in terms of cost control, quality of work, and
compliance with performance schedules; and (E) Location in the general
geographical area of the project, i.e., within one of the six states
identified above. The basic contract period shall be one year, with
four (4) one-year option periods. The estimated aggregate value of
delivery orders is $250,000 per year. This procurement is a 100%
set-aside for small business concerns. The Standard Industrial
Classification code is 8712, and the small-business size standard is
average annual receipts for the last three fiscal years not exceeding
$2.5 million. Firms desiring consideration shall mail four (4) copies
of Standard Form 254 and four (4) copies of Standard Form 255 for the
prime and all team members to the following address: U.S. EPA, Attn:

For projects identified for consideration in connection with criterion
(D) above (past performance), include brief description of the
project, performance period of the project, dollar value of the
project, and name, phone number, and fax number of client's
representative. All information must be received at this address not
later than close of business of the 30th calendar date after the date
this announcement appears in the printed version of the Commerce
Business Daily. If the 30th day is a Saturday, Sunday, or Federal
holiday, the deadline is the close of business on the next business
day. Include the solicitation number (CI-WEST) in Block 2b of the
