Contracting Officer, 512-326-6242 The Department of Veteran Affairs
(DVA), Austin Automation Center, Austin, TX anticipates award of a sole
source contract to Eclypsys Corp. for the Eclypsys SQL Connectivity
product using FAR Part 12 procedures. The DVA requires seamless
integrated SQL access to the Computer Corporation of America model 204
database (CCA 204) from the Transition II Decision Support System
which DVA has installed in all of its Medical Centers. This system is
installed on an IBM G5 and runs on the OS390 operating system. The
application programs of Transition II contain a sophisticated cost
accounting system and applications, which are designed for assessing
quality of patient care. Incorporated into the system is a server based
executive information system which is Microsoft Windows based and
contains a capacity to build graphical and tabular Decision Support
Objects. DVA requires an SQL interface that works from the workstation
and is integrated into the DSO Decision Support Object functionality.
Specific technical requirements include: 1. SQL Communication and
parsing engine for Model 204 host system; 2. SQL Catalog and mapping
environment for Model 204 host system; 3. SQL Catalog definition tool
for easy catalog definition and manipulation; 4. ODBC database driver
for Model 204; 5. Administrative and test tools for SQL query testing
and deployment. The functional requirements include: 1. Detailed drill
down within Decision Support Objects (DSO); 2. Analysis of detailed
utilization for individual patients and patient groups; 3. Access to
the account level detail within departmental variance reports; 4.
Creation of lists of patients or a subset of patients (for example, by
physician or payor); 5. Creation of new study sets on-the-fly from
within the Patient Qualification DSO; 6. Access to any available data
for a set of patients in user-defined formats; 7. Creation of flexible,
integrated ad-hoc tabular reporting directly against DSS host
information; 8. Supports slice-and-dice and drill-down to DSS host
information; 9. Provides packaged reporting templates; 10. Supports
user-defined, user-created custom reports. This application must
operate such that the user does not need to know SQL but chooses fields
from the data model via drop down menus. For native SQL users a
facility must be available to permit access by writing SQL calls. The
software to be purchased must be complete and available to the market
as of the date of this entry in the Commerce Business Daily. It is
anticipated that award of a firm fixed price contract will be awarded.

received is solely within the discretion of the Government. If a
