The U.S Environmental Protection Agency, Region 5, intends to negotiate a purchase order on a sole source basis, pursuant to FAR 6.302-1, with Earthsoft, Inc. 4141 Pine Forest Rd. Cantonment FL 32533, in order to provide the special attention needed to manage the large number of sites that have entered into the new Superfund post construction completion (PCC) group, a system to manage the ever increasing volume of environmental data is needed. EQuIS for Windows, a product of Earthsoft, Inc., of Pensacola, FL, has been selected for storing and accessing data. It is required that the environmental data management system has an open source code as well as an environmental database that includes data fields and entity relationships necessary to store and to manage all the geology, chemical, and project data generated during site characterization, risk assessment, field remediation and long-term operation and maintenance. All responsible sources may submit a quotation which, if timely received, will be considered by the agency. A determination based upon responses to this notice is solely within the discretion of the Government.
