Management System. The Minnesota Army Nation Guard (MN-ARNG) is seeking
expressions of interest from firms having the capability of providing
commercial-off-the-shelf (COTS) software packages for use in managing
facilities, work orders, financial management and allocating and
tracking budgets for facilities management. It is the intent of the
MN-ARNG to purchase software from a single vendor or integrator, which
will best meet their requirements with a minimum of modification. A
single firm will be selected to provide these services, but elements of
the work may be subcontract. This effort is intended to provide a
software solution, which may be potentially used and fielded to other
state-level Army National Guard activities. the software package or
packages must meet the following minimum requirements: (1) run in a
Windows NT environment; (2) be based on an Oracle or SQL compatible
database management system; (3) be LAN/WAN compatible; (4) be Y2K
compliant. The software will be evaluated against weighted
requirements. A detailed specification for the software is currently
being developed, and will be provided to firms with the solicitation.
Qualified firms may be invited to provide a one-time on-site
demonstration at Camp Ripley, MN. The performance-orient demonstration
will require implementing a series of scenarios using data provided by
the government to demonstrate the necessary program tasks. These will
be performance-oriented demonstrations, which will be evaluated against
pre-established criteria. Interested firms should include with their
package the name, location and a point of reference of government and
commercial sites where the COTS program has been implemented, business
size, and information as to whether the firm is a small and
disadvantaged business, a Historically Black College or University or
a member of Small Business Administration 8(a) program and Federal Tax
Identification Number. For purpose of determine business size, the
Standard Industrial Code applicable to this procurement is 7379. Firms
