17. This is a Market Survey to locate companies having the capability
to remove soil contaminated with the substances listed below. Work
site is Fort Wainwright Alaska. Fort Wainwright has been identified as
a Superfund site by the Environmental Protection Administration.
Contemplated Contract type is firm fixed price. Amount of contract is
$0.00 to $400,000.00 Period of Performance is April 1999 through
September 1999. Companies must meet the following requirements: (1) GTE
trenches and installs a manhole and duct work under contract ARMY
contract DAEA32-96-D-0001. In the event GTE encounters soil believed to
be contaminated, GTE will stop work and soil will be required to be
tested, excavated, contained and removed to an on post location.
Removal contractor must test /remove suspect soil no more than 2 hours
after notified to remove soil. (2)Removal contractor must comply with
all federal and state regulations in the excavation, testing and
removal of contaminated soil. Contractor must be fully licensed/trained
in accordance with all applicable Federal, State and Local regulations.
Description of requirement: The total maximum excavation in
contaminated areas is 155,000 cubic feet. GTE will be digging trenches
4 feet deep. 93,000 cu ft. of the 155,000 cu ft area is in an area
believed to be petroleum contaminated. Contamination, however, is
reported to be 10 to 16 feet deep. The Government can not definitely
state how much, if any, petroleum contaminated soil will be encountered
. Other types of hazardous substances are known to have been disposed
of at Ft Wainwright. While these chemicals are not expected to be
encountered in the digging paths, the government can not definitely so
state. Chemicals include: 2,4-Dicloraphenoxyacetic Acid, (2,4-D)
Aldrin All daughters and breakdown compounds Aroclor 1260, 1254, 1248
Benzene Benzene, Toluene, Ethylbenze, Xylene (BTEX) Benzo(a)Pyrene
(BAP) Chassis Lubricants, all grades Dichlordiphenoltrichloroenthylene
