As contract placement authority for U.S. Army Dugway Dugway Proving Ground, Utah, this office will solicite for non-personal services at U.S. Army Dugway Proving Ground, Utah, located in a remote area 90 miles southwest of Salt Lake City, Utah. The solicitation will be issued under the authority of OMB Circular A76, and award will be subject to the cost comparison, reviews and approvals required by the Circular and implementing regulations. Offerors will be required to demonstrate experience and past performance of the following functions: Real Property/Estate Management support services; operation of Transient Quarters and Unaccompanied Personnel Housing units; all routine maintenance, needed modification and breakdown repairs on all assigned military vehicles and equipment; Operation of the Prototype and Metal Fabrication shop; clerical and administrative services in support of the Equipment Management and Property Book Offices; services in suppport of the Installation Stock Record Account and Accountable Property Officer; and transportation services in support of the installation travel Officer. Government personnel are currently performing these functions and will be entitled to the right of first refusal. Oral presentations will be required which will focus on the management of these various commercial functions in a dynamic environment. The awarded contract will be a cost-type contract with incentives to be determined prior to solicitation issue.
