Activities (C/A) "10 and Under Studies" = Occupational=20 Health
function at the Naval Hospital at Roosevelt Roads, Puerto Rico. =
The=20 Fleet and Industrial Supply Center (FISC) Norfolk Detachment =
Philadelphia is=20 seeking sources and industry capabilities for the
Occupational Medicine = (OM)=20 Program. The function encompasses
resource management; clinic support; = information management; medical
examinations including pre-placement=20 examinations, certification
examinations, surveillance examinations, = disability=20 examinations
and medical suitability determinations; evaluation, = treatment,=20
referral and case management of work-related injuries and illnesses; =
audiology=20 services related to the Hearing Conservation Program,
including hearing = examinations, promotion of hearing conservation,
determinations of = causality=20 for identified hearing loss and
determinations for referral or follow = up care;=20 and optometry
services related to the Sight Conservation Program, = including=20
vision examinations, and promotion of vision conservation. The =
contractor also=20 will provide clinical consultative services
including reproductive = health=20 evaluations and second opinions on
personnel qualifications; = non-clinical=20 consultative services
including work site evaluations, occupational = health=20 program
evaluations, risk assessment, assistance to management and = human=20
resources offices, the employee assistance program, and industrial =
hygiene on=20 occupational health issues; individual and group training
on = occupational=20 medicine to Government personnel to promote a safe
and healthy = workplace and=20 general health; occupational and
environmental medicine consultation to = identified commands; and serve
as a professional resource to review = hospital=20 policies, programs
and processes related to occupational safety and = health and=20
identify opportunities for improvement. This includes recommendations
= for=20 improving information technology, budget planning, equipment
= replacement and es tablishing viable metrics to measure program
performance. The = contractor will=20 assist in the development of
standard operating procedures to deliver=20 occupational medicine
services and perform occupational epidemiology = functions=20 including
monitoring sentinel health events, analyzing work-related = illness
and=20 injury data, and studying workplace clusters. Interested parties

Government will not pay for information = received. The=20 Government
reserves the right to decide either to retain this function = in
house=20 or to proceed further with a 10 and Under Study based on the
= information=20 submitted by interested parties in response to this
synopsis as well as = that=20 gathered from other sources. If the
Government proceeds further with a = 10 and Under Study, the
Contracting Officer will forward the workload data and = performance
work statement that will be used in the 10 and Under Study = to=20
interested sources that respond to this synopsis. In the event that it
= is=20 found to be advantageous for the Navy to proceed with a
contract for = this=20 function based on the 10 and Under Study, a
