This project will include assessing the workload based on current manpower standards, then developing the staffing profile required to accomplish the work. The purpose of the study is to provide for the optimum organizational structure and manpower to manage and schedule the 56th Fighter Wing's special use airspace, and management of contract operations and environmental programs associated with the 2.7 million-acre Barry M. Goldwater Range. The contractor will develop an organizational structure within Air Force guidelines, then prepare the requisite forms and briefing materials needed to advocate for and successfully present the new organization to senior officials. The contractor must be experienced in applying similar Air Force manpower standards and force structures specifically related to flying operations. Familiarity with land management issues is preferred.
