Flight Test Center has a requirement for an estimated 10 sorties of 1.0
hour, +/- .1 hr, duration each (flight time is defined as actual
airborne time plus 5 minutes rounded to the nearest tenth of an hour)
in an F-104 aircraft. The purpose of which is to support the USAF Test
Pilot School (TPS) qualitative flight evaluation program. These flight
hours are used to support an USAF TPS class and shall be conducted at
Edward's AFB, CA. The contractor shall also provide a safety instructor
pilot and a qualified ground crew to maintain and launch/recover the
aircraft. In addition, the contractor shall provide ground training,
cockpit familiarization training including egress training, and
pre-flight/debrief for each sortie. The contractor shall allow an Air
Force inspection team to perform an on-site inspection of aircraft,
aircraft logs/documents, and operations prior to the session. The
aircraft maintenance documents shall include the status of or history
of any FAA actions. The contractor shall provide reliable records
showing safety instructor pilot qualification documentation including
any FAA action or violations. Length of Session (estimated): 5 working
days (2-3 sorties per day). Approximate Session Period: Apr -- May 99.
Exact dates will be coordinated with the contractor prior to the visit.
FLIGHT MODE CHARACTERISTICS: Flight Mode Characteristics will be
evaluated within the aircraft envelope not to exceed aircraft
acceleration limits or 1.7 Mach. These evaluations will be conducted
IAW flight test techniques described in the USAF TPS Performance,
Flying Qualities, and Systems Phase Planning Guides. The contractor
provided safety instructor pilots must have extensive experience
instructing and qualifying pilots to fly this class of jet aircraft.
Also, contractor provided instructor safety pilots shall have the
following qualifications or equivalent (equivalency is determined by
the USAF TPS Director of Operations) (1) Letter of Authorization (LOA)
from FAA; (2) Airline Transport Pilot(ATP) or Equivalent Flying Time;
(3) Civil Flight Instructor (CFI) preferred/or prior military
instructor pilot; (4) Minimum of 1,000 hours in military
fighter/trainer type aircraft to include instruction time; (5) Current
in aircraft as per FAR Parts 61 and 91 and LOA; (6) Qualified to
instruct from left/back seat; (7) Desired LOAA holder for aircraft.
AIRCRAFT DOCUMENTATION: The contractor maintains liability for any
damage or loss of the aircraft. Contractor shall obtain/maintain and
keep current the following documents, mail/fax copies to TPS prior to
arrival for the session (DD Forms only), and have them available for
inspection at all times while aircraft are at Edward's AFB: DD Form
2400, Civil Aircraft Certificate of Insurance; DD Form 2401, Civil
Aircraft Landing Permit; DD Form 2402, Civil Aircraft Hold Harmless
Agreement; FAA airworthiness certificate, weight and balance, and
maintenance logs; and FAA approved or equivalent progress maintenance
inspection program. INSURANCE: The contractor shall be responsible for
all associated insurance (hull and liability) associated with
operating this aircraft. The contractors insurance must cover the
rental of the aircraft and provide for pilot liability in the event the
aircraft or pilot causes any damage to people or property not
associated with the evaluation. This requirement is a 100% Small
Business set aside. SIC Code is 8299. Size standard is $18.5M. The
