notice of intent to enter into a sole source award under the authority
of 41 U.S.C. 253(c)(1). GSA intends to partner with the private sector
and the DC Government to provide low-cost, quality child care for
federal government, municipal government, and private sector employees.
The Marriott Corporation has created a nonprofit organization, the DC
Child Care Corporation (DCCCC), in order to provide low-cost, quality
child care for its employees and the community. Marriott has proposed
a partnership among the District Government, the Federal Government,
and several local corporations and businesses to provide low-cost,
quality child care to the community. GSA's role in the partnership is
to sponsor the development and operation of the center under the
authority of the Trible Amendment, 40 U.S.C 1902. DCCCC will sublease
approximately 12,794 rentable SF of space from the DC Government
(leaseholder), for a period of nine years for the purpose of operating
a Child Development Center. GSA proposes to sub-sublease a portion of
the space in order to enable Federal workers to benefit from the
project. The District's role is to sublease the space to the nonprofit
and to provide a grant in the amount of $900,000 to offset the cost of
design and construction. The child care to be provided to Federal
employees' children in this center will be significantly subsidized
through fundraising coordinated by the nonprofit, working through an
established board of the child care center. This will offer Federal
employees the opportunity to access quality, affordable child care. For
the project to be successful, specific parameters for the site
selection must be met. The site must be in the central business
district and must be close to a Metro Station. Further, it must be in
close proximity to one of Marriott's hotels as well as in a location
convenient to a group of federal and municipal workers who have a need
for child care. The success of the project requires that the site be
made available at very favorable rates, and it is preferable that the
space be currently in the inventory of federally owned or leased space
or in DC's inventory of owned or leased space. No adequate federally
owned or leased space is available for this purpose. The proposed
location of 410 8th Street, NW, Washington, DC, meets all of the
requirements and is currently in the DC Government's leased property
inventory. It is GSA's intent that DCCCC sublease the space for a
period of nine years, and that GSA sub-sublease approximately 1/2 the
space to meet its identified federal child care needs. Based on the
unique site requirements associated with child care centers (including
the availability of at least 6,400 SF on the ground floor); there is
no federally owned or leased space available; and private space is not
feasible because the financial requirements of this partnership
require that the lease rate be minimized, GSA intends to enter into the
sub-sublease agreement for the property located at 410 8th Street, NW.
