This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation DABT39-99-R-0006, Repair Pool No. 1, Fort Sill, OK is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-10. This acquisition is set aside for Small Business. The standard industrial classification code for this solicitation is 1799. The small business size standard for this solicitation is $7.0 M. Contractor shall furnish all plant, labor, equipment, and materials to repair Pool # 1 (Bldg. 1175, Fort Sill Blvd/King Rd), Fort Sill, OK. The swimming pool is 120' long by 100' wide. The fiberglass liner may be repaired by either of two methods. The first method is to use Belzona Molecular Magma-Quartz materials used for repairing/rebuilding/surfacing/resurfacing structures. The Magma-Quartz materials shall be a combination of selected quartz particles and two specifically formulated reactive liquid molecules, which interlink chemically fusing the quartz particles together and have been used to repair swimming pools. Surface preparation, conditioning, mixing and application shall be as recommended by the manufacturer, for a smooth, stable, and leakfree surface. The second method is to repair the pool liner by using an epoxy/urethane type grout and coating (sanded, primed, and coated) to ensure a smooth stable and leakfree surface. With either method used, the gutter/liner joint at the bottom of the gutter shall be permanately sealed to the stainless steel gutter. The work shall have a ten-year extended warranty that includes labor and materials. This warranty shall state that the material will not crack, chip, or peel from the fiberglass liner due to natural causes for ten years. The resulting contract shall be a Firm Fixed Price (FFP) type contract, to be awarded to a single contractor. The successful bidder shall complete all work on this project no later than April 20, 1999. The following factors shall be used to evaluate offers: Warranty, Time of Delivery, Past Performance, and Price in descending order. FAR provision 52.212-3 Offeror Representations and Certifications- Commercial Items (Feb 1999) applies. Offerors shall include a completed copy of FAR 212-3 with their offers. FAR clause 52.212-4 Contract Terms and Conditions Commercial Items (Apr 1998) applies without addenda.
