This is a Combined Synopsis/Solicitation for Commercial Items prepared
in accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. The solicitation is issued as
a Request for Proposal (RFP). The solicitation number is
USZA95-99-R-0024. This solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular (FAC) 97-10. The Standard Industrial Classification (SIC)
Code is 3724and the Business Size is 1000 employees. Inspection and
Acceptance: Origin. FOB Point: Origin. The government requires that 52
shipsets of Engine Control Units (ECUs) and Hydro-Mechanical Units
(HMUs) be converted from the AH-58D Rolls Royce Allison (RRA) 250-C30R3
configuration into the A/MH-6 RRA 250-C30R3/M ECU and HMU
configuration. The contractor shall submit a firm fixed price per
conversion,52 conversions total. HMUs/ECUs shall be converted at a rate
of not less than 10 per month. The initial delivery shall be 15 July
1999. Accelerated delivery is acceptable. The contractor shall specify
the quantity lot they require to initiate the conversion process, the
shipset quantity required after the initial lot has been shipped to
them, and the turn-around time for the initial and subsequent
deliveries. The Contractor shall provide an explanation of how they
plan on converting the AH 58D Rolls Royce Allison (RRA) 250-C30R3/M
configured Engine Control Unit (ECU) and Hydro-Mechanical Unit (HMU)
into the A/MH-6M RRA 250-C30R3/M ECU and HMU configuration concurrent
with your price offer. The following factors shall be used to evaluate
offers: Lowest total cost to the Government and technical
acceptability of the offeror's proposed conversion process. The
Government reserves the right to award to a higher priced offeror if in
the Government's judgement, technical merit of the proposed conversion
process outweighs any price difference between offers. The assets
being supplied as government furnished property (GFP) are FAA Certified
for the R3 Engine. The converted assets shall be FAA certified for the
R3/M Engine. The contractor shall assume the 52 shipsets are the
latest approved configuration as of Jan 99. The components are suppose
to have zero time on them. The GFP will be Army property and will have
FAA Certification. After conversion, the contractor shall return the
assets to the BGAD Facility with the same Serial Number (S/N) and
different Part Number (P/N). They shall be marked for the A/MH-6M MELB
Program. Only one responsible source and no other supplies will
satisfy agency requirement. Approved source(s): Chandler Evans Control

06133-0651. Justification for Other Than Full and Open Competition is
Federal Acquisition Regulations (FAR) 6.302-1, 10 USC 2304 (c) (1).
This proposed contract action is for supplies/services for which the
government lacks the technical data package, specifications, and
engineering description suitable for full and open competition. The
time required for approval of new supplies/services is such that award
and delivery cannot be delayed pending approval of a new source. This
is a one-time buy. Any award resulting from this RFP will be issued on
a Standard Form (SF) 1449A and will contain all clauses by law, the
FAR, and the Defense Federal Acquisition Supplement (DFARS) as
appropriate for the dollar value of the award. FAR 52.212-1

This solicitation incorporates one or more solicitation
provision/clauses by reference, with the same force and effect as if
they were given in full text. Upon request, the Contracting Officer
will make their full text available. Proposals shall provide the
following information, representations, and certifications: 1. Offeror
shall affirm FOB Point. 2. Offerors shall affirm that their proposal
will be valid 90 days from the specified closing date. 3. Offeror shall
affirm FOB Point for receipt of GFP and, if inspection & acceptance are
origin the address for the point of inspection/acceptance. 4.
Remittance address. 5. Taxpayer Identification Number (TIN) per FAR
52.204-3, Taxpayer Identification (Oct 1998). 6. FAR 52.204-6,
Contractor Identification Number Data Universal Numbering System (DUNS)
Number (Apr 1998). 7. Commercial and Government Entity (CAGE) Code per
DFARS 252.204-7001, Commercial and Government Entity (CAGE) Code
Reporting (Dec 1991). Proposals may be submitted in contractor format.
Offers shall include a complete copy of the provision at FAR 52.212-3,
Offeror Representations and Certifications Commercial Items and DFARS
252.212-7000 Offeror Representation and Certifications Commercial
Items, with the offer. Be sure to include company name, address,
telephone number, e-mail address, fax number, and reference the
solicitation number. Proposals must be delivered to U.S. Special
Operations Command, Technology Applications Contracting Office, Attn:
AMSAM-AR-Z-A-K (Laura Harris), Bldg. 401 Lee Blvd., Ft. Eustis, VA
23604-5577, not later than 3:00 PM local time 26 Feb 99. The proposed
contract action is for supplies/services for which the government
intends to solicit and negotiate with only one source under authority
of FAR 6.302. Interested persons may identify their interest and
capability to respond to the requirement or submit proposals. This
notice of intent is not a request for competitive proposals. However,
the government will consider all proposals received within ten (10)
days (IAW FAR 5.203 (a)) after date of publication of this synopsis. A
determination by the government not to compete this notice is solely
within the discretion of the government. Information received will
normally be considered solely for the purpose of determining whether to
