Reference Tank-automotive and Armaments Command (TACOM) Sources Sought
Market Survey #'s 98007 and 98008, dated 20 Aug 98, which requested
submission of information to support planning for the pending USMC
Light Armored Vehicle Service Life Extension Program (LAV SLEP). Also
reference a follow-on CBD Announcement dated 23 Dec 98, which advised
of the Government's intent to competitively award a contract for SLEP
Program Integration, and offered to loan LAVs to potential competitors.
The purpose of this announcement is to provide an update on the SLEP
program and the ongoing trade study (upgrade prioritization) process.
PM-LAV is continuing its trade study process, working with users and
other USMC organizations to prioritize the list of potential vehicle
upgrades to include in the SLEP program integration contract.
Completion of the initial prioritization list is currently targeted for
Jun 99. Based on the process to date, following is a tentative
prioritization of the SLEP candidates (ref. the 20 Aug 98 Market Survey
for more information on these upgrades; however, note that some of
these items were not included in the 20 Aug Market Survey but are
considered to be self-explanatory): (1) Generation II Thermal Sight
(Note: May be broken out and competed separately); (2) M242 Chaingun
Remanufacture (Note: To be performed separately from SLEP by gun
manufacturer); (3) Survivability Enhancements (Muffler & Planetary
Signatures); (4) LAV-25 Electric Drive Turret (includes CDA, PDA); (5)
Laser Range Finder; (6) Electrical systems analysis and upgrade; (7)
Fiber Optic Gyro; (8) Gun Control Unit Retrofit Kit; (9) Two-Speed
Transfer Case; (10) Powerpack maintainability enhancements; (11)
Corrosion prevention program; (12) Hull/Structural Crack Reduction
Analysis; (13) Electric Winch and Fan (From Hydraulic);(14) Pneumatic
system dryer; (15) Wheel & Tire Assembly; (16) Fire Extinguishing
System Upgrade; (17) Turret contact test set; (18) Alternator test kit;
(19) Cable test kit; (20) Hydraulic System Test kit (hull); (21)
Hydraulic Test Kit (turret); (22) Manual Drive Slip Ring Upgrade Kit;
(23) Hatch Upgrades (Driver, Gunner, Commander); (24) Suspension
components (HD torsion bars, Gen 2 shocks, Misc. Suspension

Kit. Please be aware that this is only a tentative list. The items on
the list, as well as their rankings, are subject to change throughout
the trade study process. The purpose of providing this list is to keep
those that may be interested in the program advised as to current
status. Further information will be provided through the draft RFP and
at a Bidder's Conference tentatively scheduled for late Apr 99 at the
Marine Corps Logistics Base in Albany, GA. The objective of the USMC
LAV SLEP program is to install various improvements and upgrades in the
772 unit LAV fleet over a 4 year period from 2002-2005 (required to
extend the service life of the vehicles to 2015). Program objectives
are to improve: 1) survivability; 2) lethality; 3) structural integrity
of the LAV fleet; and 4) fleet readiness; as well as reduce fleet
Operation & Support (O&S) costs. Additional information, such as a
draft scope of work and draft purchase description, is scheduled for
release in Mar/April 99. Interested sources should check for this

program schedule includes the following milestones: Release of Draft
RFP: Mar/Apr 99. Bidder's Conference: Apr 99. Final RFP Release: Aug
