The U.S. Army Communications Electronics Command (CECOM) anticipates issuing a solicitation for ACEWS, a classified nonstandard Foreign Military Sales (FMS) Security Assistance Management Directorate program for the design, engineering, fabrication, integration, test, fielding, spares and support of a mobile army communications electronic warfare system and simulation environment. Options for additional systems are anticipated. This is a Commercial Off-The-Shelf/Nondevelopmental Item (COTS/NDI) requirement for the Taiwan Army. It is proposed that a DRAFT solicitation will be published on the CECOM Business Opportunity Page (BOP) in approximately two weeks. All comments will be reviewed and responses posted. However, comments are required at the earliest possible time. The Performance Specification is a classified document. Preparation of proposals, and performance under this effort, will require access to classified documents. Prospective bidders require SECRET facility clearances. To be cleared for a facility clearance, prospective bidders must provide the contracting office, in writing, with complete facility addresses and cage codes. Telephone requests will not be honored. The proposed contract type is a hybrid Firm Fixed Price for hardware and Time & Materials for services and support. Selection for award will be on a Best Value basis.
