the authority of FAR 6.302-1, the U.S. Environmental Protection Agency
intends to negotiate on a sole source basis with Micromass, Inc., for
the acquisition of a microbore, high performance, liquid
chromatography/tandem quadrupole/time-of-flight mass spectrometer
system. This system will be used for the analysis of chemical
contaminants in the aquatic environment, and their photolysis,
hydrolysis, and metabolic breakdown products including those covalently
and non-covalently bound to biomolecules such as protein and DNA. The
Government's minimum requirements for this system are as follows: (A)
a liquid chromatograph capable of gradient microbore programming with
auto sampling and photodiode array analyte detection; (B) a mass
analyzer with scientific performance functions to include: (1)
receiving liquid chromatographic effluent between 1 and 1000 uL/min for
electrospray ionization, (2) an electrospray ionization system capable
of sustained analyses while receiving liquids containing salt
bufferssuch as phosphate and acetate at 1-25mM, (3) a mass range of
10,000 amu, (4) mass resolution of at least 5000 at 1000 amu, (5) mass
measuring accuracy of at least 5ppm at 1000 amu, (6) the ability to
analyze both positive and negative ions, and (7) the ability to produce
product ion spectra; and (C) a data system capable of controlling both
the liquid chromatograph and the mass spectrometer and processing all
data both for qualitative identification, as well as quantification of
analytes from both the photodiode array detector and the mass
spectrometer. This acquisition shall include at a minimum: (1) the
computer controlled liquid chromatograph/mass spectrometer system; (2)
installation of the instrument; (3) on-site training; (4) consumable
supplies; (5) warranty requirements; (6) operation and service manuals;
and (7) an on-site preventative maintenance visit at the end of the
warranty period. THIS IS NOT A REQUEST FOR PROPOSALS. This acquisition
will be accomplished under FAR Part 12, Acquisition of Commercial
Items. Only sources capable of fully meeting the unique technical
performance specifications/capabilities outlined above, without
exception, will be considered. A determination by the Government not to
compete this acquisition is solely the discretion of the Government.
