synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. Telephone requests for a solicitation
will not be accepted. The applicable solicitation number is
S-OPRAQ-99-R-0064, which is issued as a request for proposals (RFP).
The solicitation document and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular 97-10. This
procurement is being conducted under 6.302-1(c). The Department of
State requires a 200-user license under EXACOM Model Number ICP-2000.
No services are required. This item will be used to upgrade 200
currently installed EXACOM call accounting systems in order to make
them Year 2000 compliant. Because the Department intends to upgrade its
currently installed EXACOM call accounting systems, it isdetermined
that the make and model specified herein is the only product that will
satisfy the agency's needs, and will be purchased from EXACOM, Inc. of
Concord, New Hampshire, or other responsible EXACOM source. The EXACOM
ICP-2000 proposed by offerors shall be Year 2000 compliant. The award
will result in a fixed price supply contract for this one-time
purchase. Delivery Requirements: Quantities of no less than 50 copies
of the upgrade shall be shipped within 30 calendar days of the date of
contract award. The remaining 150 copies of the upgrade shall be
shipped within 60 calendar days of the date of contract award.
Distribution Requirements: The upgrade shall be provided in both 3.5
inch diskette and CD-ROM for each of the 200 copies of the upgrade.
Ship to: All copies of the upgrade shall be shipped FOB Destination to
the U.S. Department of State, IRM/OPS/ITI/TWD/FPT, 7500 Boston
Boulevard, Springfield, Virginia 22153. Shipping shall be in accordance
with standard commercial practices. Marking: All shipments shall be
marked "For Foreign Posts Telephone Office". Warranty: The
manufacturer's standard commercial warranty shall apply. Pricing:
Offerors shall provide a per copy price for 200 copies of the ICP-2000
upgrade. All currently installed EXACOM call accounting systems are of
a sufficient revision level to accept the requested upgrade.
Instructions to Offerors: Proposals shall be prepared in accordance
with FAR Provision 52.212-1, Instructions to Offerors -- Commercial
Items, which is incorporated by reference. Evaluation: Offers will be
evaluated pursuant to FAR Provision 52.212-2, Evaluation -- Commercial
Items. The technical evaluation shall include submission of technical
literature of the product specified herein, Year 2000 certification of
the product, and the offeror's past performance in making timely
deliveries as they apply to the Department's requirements set forth
herein. Offerors shall provide the names, addresses, and
contact/telephone numbers of three references that are currently using
the vendor's call accounting system products. Price analysis will be
conducted of the per copy price of EXACOM Model Number ICP-2000. Award
will be made to the responsible offeror that submits the lowest price
for the required product and also meets the terms and conditions of
this solicitation. Offerors shall complete FAR provision 52-212-3,
Offeror Representations and Certifications -- Commercial Items, and
return with the proposal. The following FAR clauses are applicable to
this procurement and will be incorporated by reference in the resulting

contract quantity if exercised within the delivery period of the

Activity. The Department of State Year 2000 Warranty Clauses for
Commercial and Non-Commercial Supply Products and Arab League Boycott
of Israel apply and will be incorporated in full text in the resulting
contract. Offers may be mailed to the address listed at the beginning
of this synopsis or sent by express mail or hand-carried to U.S.
Department of State, Attn: LB Hamrick, 1701 North Ft. Myer Drive (enter
building on Nash Street), Arlington, Virginia 22209. Regular mail
cannot be received at the Ft. Myer Drive address. Two copies of the
proposal must be received in Room 528 by 4:00 p.m. Eastern Time on
Monday, March 1, 1999. Failure to comply with the requirements of this
synopsis will render a proposal unacceptable and ineligible for award.
This notice does not commit the Government to procure the item listed
herein. Award of this solicitation is subject to the availability of
appropriated funds. Amendments, if required, will be posted in the
