NASA, Goddard Space Flight Center's Wallops Flight Facility (GSFC/WFF) is issuing a Draft Request for Proposal (DRFP) for services for management, operation, and maintenance of aircraft located at GSFC/WFF. Under the proposed contract, the Contractor will be required to provide the necessary personnel, material, and equipment (not otherwise furnished by the Government) for the quality management of aircraft services to include (a) aircraft operations and maintenance of assigned aircraft; (b) aircraft line services; (c) operation, inspection, preventative maintenance and minor repairs of ground support equipment, (d) operation of an airport control tower at GSFC/WFF; and (e) the furnishing of materials/parts required for the operation and maintenance of aircraft and support equipment. This DRFP is issued to solicit industry's comments on the requirements, planned terms and conditions of the proposed contract, instructions for proposal preparation, and evaluation approaches. Potential offerors are specifically requested to identify unnecessary or inefficient requirements, and any barriers to the implementation of the program in a cost effective, performance based manner. The proposed contract type is anticipated to be Cost plus Incentive Fee. Historical staffing and flight frequency profiles are set forth in exhibits attached to the DRFP. The provisions and clauses in the DRFP are those in effect through FAC 97-10. It has been determined that in accordance with 10 U.S. Code 2304 and 41 U.S. Code 253, this procurement is being issued allowing Full and Open Competition. The SIC Code and Size Standard are 4522 and 1500 employees, respectively. The DPAS rating for this procurement is DO-C9. The DRFP is being released immediately. All comments on the DRFP must be submitted by electronic, facsimile, or written format to the Contracting Officer by close of business on March 4, 1999. The Government does not intend to hold an industry workshop as part of the DRFP process. The Government plans to issue the final RFP5-59733/614 on or about March 15, 1999, with an anticipated proposal due date of on or about April 29, 1999. The Government intends to conduct a preproposal conference/site visit and open a procurement library as a part of the final RFP process. Comments on the DRFP are not mandatory. The use of industry comments to structure the final RFP is at the discretion of the Government. Any subsequent RFP will be synopsized prior to its release. In accordance with Federal Acquisition Regulation 52.215-3, Solicitation for Information or Planning Purposes (APR 1984), the Government does not intend to award a contract on the basis of this DRFP, or to otherwise pay for any information solicited or provided.
