939-7652 This is a combined synopsis/solicitation for commercial items
prepared in accordance with the format in FAR Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation, proposals are being
requested and a written solicitation will not be issued.
N68936-99-R-0065 is issued as a request for proposal. The solicitation
and incorporated provisions and clauses are in effect through Federal
Acquisition Circular 90 -- 46. The Naval Air Warfare Center Weapons
Division, China Lake, CA intends to procure one (1) Nd-YAG Pumped
Tunable Dye UV-Visible Laser which includes the following government
minimum requirements: 1) Nd-YAG output power to meet or exceed: 1200 mJ
at 1064 nm at 20 Hz with energy stability better than 2.5%; 550 mJ at
532 nm at 20 Hz with energy stability better than 3.5%; 300 mJ at 355
nm at 20 Hz with energy stability better than 4%. 2) Nd-YAG to be
better than 70% Gaussian in the near field with divergence less than
0.5 mR. 3) Nd-YAG line width of 0.2 cm-1 or less. 4) Nd-YAG pulse width
of 6 nsec or longer (1064nm) 5) Nd-YAG to include harmonic separation
optics for 532 nm and 355 nm. 6) Nd-YAG to include output access for
532 nm beam. 7) Replacement Nd-YAG flashlamp set must be included. 8)
Nd-YAG power 208VAC single phase less than 25A. 9) System must include
power supply and controlling electronics/computer. 10) Tunable dye
laser must be able to be pumped by supplied Nd-YAG laser at its maximum
energy. 11) Tunable dye laser must be able to reach all wavelengths
between 220 nm and 750 nm with greater than or equal to 2 mJ of energy
per pulse. 355 nm pumped dyes are to be used only to reach the
wavelength region between 420 nm and 550 nm. 12) In addition to the
above specification, the following spot energy levels must be met: 100
mJ at 560 nm at 20 Hz; 30 mJ at 500 nm at 20 Hz; 10 mJ at 388 nm at 20
Hz; 20 mJ at 283 nm at 20 Hz; 4 mJ at 226 nm at 20 Hz. 13) To include
all parts and controllers to scan wavelength, including tracking of UV
doubling, mixing, or doubling and mixing. 14) To include readout of
tuned wavelength to within an accuracy of +- 0.05 nm and resettability
of +-0.002 nm. 15) Dye laser linewidth of less than 0.08 cm-1 at 565
nm (without etalon). 16) ASE less than 0.02% (referenced to peak of dye
curve). 17) Frequency stability better than 0.05 cm-1 for 7 degrees
Celsius change in 8 hours. 18) Dye laser beam divergence of less than
0.5 mR. 19) To include Bethune cell option for better output beam
quality. 20) Must include all dye reservoirs and pumps. 21) Must
include manuals. 22) Must include installation, integration, and
testing of both the Nd-YAG and dye portions of the laser system.
Installation and testing will be completed at NAWCWD, Bldg. 2658.
Installation and testing must be accomplished within 2 weeks of
delivery. Must inform the government 2 days prior to the installation
and testing start date. 23) Delivery will be F.O.B. Destination 30 days
from date of award. Installation and testing will be completed 45 days
from date of award. 24) Acceptance will be by the government 30 days
after completion of installation and testing by contractor. 25)
Standard Commercial Warranty. The provisions at 52.212-1 applies to
this acquisition. Offerors shall include a completed copy of the
provisions at FAR 52.212-3 and DFARS 252.212-7000. FAR clause 52.212-2
applies to this acquisition. The evaluation factors included in
52.212-2 (a) include Technical, Cost, and Past Performance. Past
performance information should be submitted with proposal and include
recent and relevant contracts for the same or similar items and other
references (including contract number, points of contact with telephone
numbers and other relevant information). FAR clause 52.212-4 and
52.212-5, and DFARS 252.212-7001 apply to this acquisition. The closing
date for this solicitation/synopsis is 15 days from the date the
solicitation/synopsis appears in the CBD. If you have any questions
