ghosford@IBB.GOV. Perform Architect-Engineer (A-E) design and related
services for the refurbishment and upgrade of the electrical
distribution system at the United States Information Agency (USIA),
International Broadcasting Bureau's (IBB) Spain Transmitting Station
(STS), located at Playa de Pals, within the autonomous region of
Catalunya, within the province of Girona, Spain. This design project
will result in upgrading STS' existing 2.4 kV electrical distribution
system to 4.16 kV in order to provide electric power to six-each,
short-wave 250 kW broadcast transmitters to be installed or modified at
STS. The A-E work includes a site investigation and a complete detailed
design of an upgraded electrical distribution system, that will include
such major equipment items as two-each, 25 kV -- 4.16 kV main power
transformers, 4.16 kV metalclad switchgear, 25 kV metal-enclosed load
interrupter switchgear, two-each, 25 kV -- 380 V auxiliary
transformers, 4.16 kV feeders connecting to the six-each, 250 kW
transmitters,and several underground distribution cables. The estimated
price-range for the proposed follow-on electrical construction work is
between U.S. $500,000 and $1,000,000. All A-E design submittals (i.e.,
technical specifications, electrical engineering studies and analyses,
construction schedule and cost estimate, set of construction drawings,
etc.) shall be prepared by the contracted A-E in full accordance with
national (Spain and U.S.), regional (Catalunya), and provincial
(Girona) design and construction laws, rules, codes, and/or regulations
applicable to this work at the STS site located at Playa de Pals,
Spain. The A-E firm selected for this A-E design and related services
work shall be fully qualified, properly licensed, and duly certified to
perform this specific high voltage A-E electrical design and related
services work for the STS site located in the Catalunya region of
Girona province, Spain, in full accordance with the above-stated
applicable U.S.and Spanish design and construction codes and standards.
This Spanish licensing/certification must occur not later than at the
A-E contract award. All A-E submittals of design documents and/or
drawings shall be written in the Spanish, Catalunyan, and English
languages. The IBB will evaluate each offeror for this proposed work in
accordance with the U.S. Federal Acquisition Regulation (FAR) Subpart
36.602-1 (A-E Services, Selection Criteria), using the following seven
(7) equally-weighted evaluation criteria: (1) Professional
qualifications necessary for satisfactory performance of required
services; (2) Specialized experience and technical competence in the
type of work required; including, where appropriate, experience in
energy conservation, pollution prevention, waste reduction, and the use
of recovered materials; (3) Capacity to accomplish the A-E design work
in the required time (i.e., not later than three (3) months after the
A-E contract award); (4) Past performance on contracts with U.S.
and/or foreign Government agencies, and private industry in terms of
cost control, quality of work, and compliance with performance
schedules; (5) Location in the general geographical area of the project
and knowledge of the locality of the project; provided, that
application of this criterion leaves an appropriate number of qualified
A-E firms, given the nature and size of the project; (6) Documented
experience or capability to prepare and submit to IBB all of the
above-stated A-E design documents, drawings, and any other required A-E
submittals in the Spanish, Catalunyan, and English languages; and (7)
Verifiable past experience in successfully obtaining all the necessary
written approvals, certifications, and/or licenses for electrical
utility system designs that are fully compliant with all national
(Spain and U.S.), regional (Catalunya), and provincial (Girona) laws,
rules, codes, and/or regulations applicable in the above-stated Spanish
locality of this A-E design project. This proposed A-E contract will be
solicited and awarded on an unrestricted (full and open competition)
basis; using FAR Subpart 36.602, A-E evaluation, selection, and award
criteria and procedures. Firms desiring to be evaluated for this
proposed A-E design and related services work are invited to submit:
(1) a Standard Form 254, Architect-Engineer and Related Services
Questionnaire; (2) a Standard Form 255, Architect-Engineer and Related
Services Questionnaire for Specific Project; and (3) any requested
supplemental data relating to the seven above-stated A-E evaluation
criteria -- for example -- A-E design experience in the general
vicinity of the STS site or elsewhere in Spain; A-E design experience
with Spanish national, regional, and provincial design codes and
standards that are applicable to this specific A-E design and related
services project; previous A-E electrical design work performed for
IBB; and/or examples of multiple language translated A-E design
documents and/or drawings, etc. to the procurement office shown at the
above address not later than the close of business (5 p.m., U.S.
Eastern Standard Time), Friday, March 19, 1999. Firms having a current
Standard Form 254 that is verified as already being on file with the
procurement office shown at the above address are not required to
resubmit this SF-254. However, any such firms interested in this A-E
design and related services work are still required to submit a
completed Standard Form 255 for this specific project. Firms responding
to this announcement by the closing date will be considered for
selection, subject to any limitations indicated with respect to size
and geographic location of firm, specialized technical expertise or
other requirements herein listed. Following an initial evaluation of
the qualification and performance data submitted, IBB will hold
discussions with at least three of the most highly qualified firms to
provide the type of services required. Selection of firms for such
discussions shall be through an order of preference, based on
demonstrated competence and qualifications necessary for the
satisfactory performance of the type of professional services required,
based on the seven (7) above-stated and equally-weighted A-E evaluation
criteria for this specific A-E design and related services project.
