It is the intent of this solicitation to obtain "Public Works Services" for the Weapons Support Facility Seal Beach Detachment, Concord, California. The public works functions included in this solicitation are Facilities Maintenance, Transportation, Utilities Operations and Maintenance, and Administrative. These functions are currently performed by the Navy Public Works Center San Diego Detachment, San Diego, California. Site visit and pre-proposal conference will be announced in the solicitation package. This solicitation was previously announced in June and July 1998. This synopsis is issued to reestablish procurement dates. All respondents to the previous announcements who requested copies of the RFP, must resubmit their request. In accordance with FAR 5.102(a)(7), availability of the solicitation will be limited to electronic medium; solicitation will be available for download free of charge via the Internet World Wide Web at http://www.efdswest.navfac.navy.mil approximately 15 days after publication of this notice. -- Hard copies (paper sets) or CD-ROMs of solicitation will not be provided by the Government. Contract performance is expected to begin with mobilization/phase-in on or about 1 December 1999, for a base year and four one year options. This procurement is being conducted under the Commercial Activity OMB A-76 guidelines to determine if performance by contract or government is more advantageous. This solicitation is a best value procurement for a Firm-Fixed Price contract. The evaluation criteria are as follows: 1) Past performance; 2) Overall understanding and approach; 3) Small Business Commitment; and 4) Price. The solicitation is set aside 100% for Small Business concerns. The Standard Industrial Classification (SIC) Code is 8744. The Small Business Standard is a concern including its affiliates having an average amount of sales or receipts for the previous three fiscal years not in excess of $20,000,000.
