Health Resources and Services Administration intends to negotiate on a
SOLE SOURCE basis with The New York Academy of Medicine, 1216 Fifth
Avenue, New York, NY 10029. This procurement shall be processed in
accordance with the Simplified Acquisition Procedures in Part 13 of the
Federal Acquisition Regulations. The purpose of this procurement is to
assist the HIV/AIDS Bureau in examining key issues for program policy
development and reauthorization around access to care for substance
abusers. The contractor shall: use a pre-designed study and methodology
to examine and analyze Eligible Metropolitan Area (EMA) planning for
the HIV care needs of substance users; using six to eight sites
pre-selected from an identified pool of EMAs representing different
characteristics as case study sites, perform data collection and
analysis using several factors; prepare a summary of the various case
studies; prepare a presentation of the EMAs; and prepare a final
report. The New York Academy of Medicine is deemed the only responsible
source capable of providing the required work and services. The period
of performance is twenty weeks. A Justification for Other than Full
and Open Competition is on file. The award shall be made using
