for Quotation (RFQ) for (1) 30 High speed PCI 16D, 16-Bit I/O Interface
including IOBC modification, driver for Windows NT, full user
documentation, and standard 12-Month warranty (P/N PCI 16D) and (2) 30
CAB-CSC-25, 25-foot custom cable developed to be compatible with PCI
16D (P/N CAB-CSC-25). This procurement is being conducted under the
Simplified Acquisition Procedures (SAP). NASA/MSFC intends to purchase
the items from EDT Incorporated, 1100 NW Compton Dr. Suite 306,
Beaverton, OR 97006. This procurement is being conducted pursuant to
FAR 13.106. Competition is impractical for the following reasons: (1)
The PCI interface cards requires an IOBC modification and is not
availabe as an off-the-shelf item; (2) The required modifications have
already been made by EDT Incorporated for two high speed 16-bit I/O
PCI interface cards and used by the Center as the certerpiece for six
months of measurement acquisition software development and
verification. Thus, additional development is not required; (3) EDT
Incorporated has worked closely with MSFC over a span of six months to
develop a version of its PCI card firmware that is compatible with
existing 4600 channels of data acquisition hardware, substitution of
the required card with a different card will cause repetition of
development and verification previously performed. The Government
intends to acquire a commercial item using FAR Part 12. Interested
firms have 15 days from the publication of this synopsis to submit in
writing to the identified point of contact, their
qualifications/capabilities. Such qualifications/capabilities will be
used solely for the purpose of determining whether or not to conduct
this procurement on a competitive basis. Responses received after the
15 days or without the required information will be considered
nonresponsive to the synopsis and will not be considered. A
determination by the Government to not compete this proposed effort on
a full and open competitive basis, based upon responses to this notice
is solely within the discretion of the Government. Oral communications
are not acceptable in response to this notice. All responsible sources
may submit an offer which shall be considered by the agency. An
