Environmental Protection Agency has a requirement for a research grade, high resolution mass spectrometer (MS) system which is capable of directly interfacing with both Hewlett-Packard gas chromatography (GC) and liquid chromatography (LC) instruments. The system must have all of the following features: (1) E-B-E double-focusing optics with a mass range of 10 to at least 2000 amu and capable of a minimum resolution of 80,000; (2) Capability of switching between positive ion and negative ion detection that is under data system control; (3) Capability of performing both electron ionization (EI) and chemical ionization (CI) analyses when configured for GC/MS, and capability of performing both electrospray and atmospheric pressure chemical ionization (APCI) analyses when configured for LC/MS; (4) Capability of easily switching between LC/MS and GC/MS modes, within one hour; (5) A vacuum system that can reduce the pressure to normal safe operating conditions in source, analyzer, and detector within one hourafter venting; (6) An interface supplied with the MS system for use with both a Hewlett-Packard 6890 (or later model) GC and a Waters 2690 (or later model) or Hewlett-Packard 1100 (or later model) LC; (7) Capability for performing linked scan analyses (with collision gas cell); (8) Ability to accommodate liquid flow rates over a range of at least 5 L/min to 1 mL/min; (9) A computer system for instrument tuning and control, data acquisition and analysis, searching an internal library with NIST and Wiley databases, as well s searching a user-created library database. The data system must be capable of processing accurate mass measurements. The data system must be completely compatible with Digital Equipment Corporation VMS-based Vaxstations so that the data can be shared between this new system and our existing systems; (10) All components necessary for the system to be fully operational in all modes must be supplied and installed by the same manufacturer. Purchase shall include installation; five days of on-site training; and a 2-year warranty. FAR Part 12- Acquisition of Commercial Items regulations will be used to purchase this system.
