COMMERCE BUSINESS DAILY ISSUE OF FEBRUARY 23,1999 PSA#2288Defense Threat Reduction Agency, Attn: AM, 45045 Aviation Drive,

the contract specialist via, daniel.bertuna@dtra.mil. The Defense
Threat Reduction Agency has a requirement to update the Peyton-Byrne
model or to develop a new model to account for existing weapons, with
their various yield options. Further, models need to be developed to
account for the radiation transport through RV/RB cases and carriers
when weapons are detonated a various altitudes. Detailed ground motion
and cratering calculations and simple engineering prediction models of
ground motion for nuclear weapon surface burst explosions are based on
a series of well defined, early time coupling calculations completed
during the mid 80's to the early 90's. All but two of these
calculations assumed a Reentry Vehicle (RV) or Reentry Body (RB)
mounted warhead exploding on contact or in near proximity to the
earth's surface. Only two of these earlier calculations were based on
laydown bomb calculations. The coupling results from these earlier
calculations have generally been incorporated into an analytic model
for the fraction of the weapon yield coupled into kinetic energy in the
ground, the Peyton-Byrne model. The subject solicitation will be
provided on the DTRA Homepage ONLY at
www.dswa.mil/dswaproc/cont_act.htm. No hardcopy will be provided. All
amendments to the solicitation (including questions and answers) will
also appear on the home page. It will be your responsibility to view
the home page frequently to note any changes or updates. The
solicitation for this effort will be issued on or about 8 March 1999.
