Officer, Renee Cairo-Iocco The Naval Surface Warfare Center, Carderock
Division (NSWCCD) is requesing Sources Sought Information from
qualified contractors to provide advanced gas turbine concepts which
would be applicable to propulsion systems in the power range of 25,000
hp to 35,000 hp. These advanced gas turbine concepts should address
the Navy objective of decreasing the total ownership cost and
increasing the combat readiness of the fleet through reduction in
workload, improved reliability, reduced fuel consumption, increased
specific power and power density, reduced signatures and environmental
impact. Methods of increasing specific power and efficiency may
include improved waste-heat recovery, high oxygen utilization,
increased turbine-inlet temperature and pre-cooled and/or intercooled
compression. Since most of the fuel consumption in Navy ships occurs
during cruise (part-load) operation, the improvement of part-load
performance is particularly important. The component elements of the
proposed engine concepts should be based upon individually tried and
proven technology. The uncertainties of development should lie only
within the synergistic combination of these low-risk concepts. Near
term demonstration of any enhanced engine concept(s) and hardware
proofs of principle should be feasible within a two to four year time
period. The outcome of any demonstration(s) will determine the decision
to proceed with prototype development. Contractor participation in
developing a product must be consistent with the contractor's
marketplace objectives. The contractor should address Navy needs only
because development of that product is first and foremost confluent
with the contractor's goals. As a consequence of any joint program
evolving from these confluent goals, the contractor must expect to
provide 50% of the real costs of any demonstration program. Any
derivative prototype program would be pursued under other options. This
notice is for informational purposes only and does not commit the
Government to any contractual agreements. Interested parties shall
submit a written response, limited to a maximum of 250 words, to the
following technical capability questions: 1) What is your company
background in naval maritime power systems?; 2) What advanced concepts
will you propose in response to the Navy's needs?; 3) Is your time
line compatible with the Navy program? The SIC code for this sources
sought is 8711 and the size standard is $2.5 million. Interested
parties responding to the technical capability questions are requested
to indicate their current size standard for informational purposes
