Contracting Officer, 301-504-1175 The Agricultural research Service,
USDA, plans to enter into contract negotiations with an
architect-engineering (A-E) firm located in the state of Iowa. A-E
services are required for maintenance and repair of a wastewater
pre-treatment facility and various site utility systems serving the
National Animal Disease Center (NADC) located in Ames, Iowa. The 10,400
square foot wastewater pre-treatment facility processes approximately
50,000 gallons of waste per day from laboratory facilities to
inactivate potential infectious agents prior to release to the
municipal wastewater treatment system. The work includes upgrade of the
pre-treatment plant building structure and supporting systems to
enhance secondary biological containment; renovation of the wastewater
treatment process system, equipment, and controls; repair or
replacement of the exterior contaminated waste collection system; and
repair or replacement of the central underground steam distribution
system; and upgrades within the central boiler plant. The construction
cost for this work is estimated between $2.5 million and $4.0 million.
The firm selected will be required to provide professional services in
the disciplines of architecture; structural, civil, mechanical, fire
protection, and electrical engineering; biological safety and
containment; and wastewater treatment processing for pre-design,
design, and post design services. The contract services may include,
but not be limited to: environmental assessment and impact studies;
lead based paint and asbestos surveys and abatement; concept studies;
field and geotechnical investigations; design criteria development;
design analyses; life cycle cost analyses; participation in value
engineering studies; development of construction drawings,
specifications, and detailed cost estimates; bid evaluations; shop
drawing review and approval; construction monitoring and inspection;
building and process commissioning; and other related services.
Evaluation of firms will be made on the following criteria, in
descending order of importance: A) Specialized experience and technical
competence of key personnel in the type of work required; B) Past
performance on contracts of a like nature with Government agencies and
private industry in terms of cost control, quality of work and
compliance with performance schedules; C) Professional qualifications
necessary for satisfactory performance of required services; D)Staffing
and equipment to accomplish the work in the required time; and
E)Location with respect to the NADC and knowledge of project
localities. Any SF-254 and SF-255 forms received after the exact
time/date set for receipt will be handled in accordance with FAR
regulation 15.208. Firms meeting the requirements are invited to submit
SF-254's and SF-255's under this Solicitation No. 9133-3K15-99 to the
