Indefinite Delivery/Indefinite Quantity contract for professional A-E
services for a period of one (1) year with four additional 1-year
option periods. The Government intends to award up to two (2) A-E
contracts from this announcement. Each contract will have a primary
geographical area, but will cover both areas. Firms will receive work
within their primary area and may also receive work in the other
geographical area. The primary geographical areas are as follows: 1)
Western United States: Arizona, California, Idaho, Montana, Nevada,
Oregon, Utah, and Washington; and 2) Hawaii and Other Department of
Commerce (DOC) locations in the Pacific including: Federated States of
Micronesia, Republic of Palau, Marshall Islands, Northern Mariana
Islands, Guam, American Samoa, and Wake Island. One firm will be
selected for each of the two primary geographical areas. Each offeror
shall clearly indicate the primary area(s) for which it wishes to be
considered. A firm may be considered for both primary areas, provided
it meets the minimum requirements in each area as stated in this
announcement. Separate submission packages shall be provided for each
primary area. The major purpose of this contract is to furnish
planning, architectural, civil, structural, mechanical, and electrical
engineering, cost estimating, and construction management services
associated with the repair, alteration, and expansion of Department of
Commerce facilities and with new construction at DOC sites. Typical
Services may include: surveying (boundary and topographical); various
technical studies such as: Facility Condition Surveys (FCS),
archaeological studies and investigations, structural and seismic
investigations and evaluations, energy studies for design of energy
upgrades, fire safety reviews/studies, handicapped accessibility
(ADA/UFAS) reviews and roof evaluations; design services including
programming, concept design, schematic design, working drawings, and
specifications; construction contract services, such as shop drawing
review, construction management and inspection, review of reports,
analyses, samples, and contractor and manufacturer submittal data,
commissioning, and elevator evaluation; and other related services such
as scope definition and security considerations. Typical projects may
include: investigation/evaluation and reporting of existing facility
conditions; site development, including off site utilities; development
and/or design of new construction; repair, alteration, improvement, and
remodeling of existing building exteriors, interior spaces, and
building systems and features, such as: mechanical, plumbing,
electrical, structural, fire safety, elevator/escalator and roofing
components/systems. Typical facilities may include office buildings,
warehouse/storage buildings, electronic laboratories, fisheries
laboratories, wharf and dock structures, and communications
installations in urban or rural settings. Work will be issued by
negotiated firm-fixed-price task orders with a cumulative amount not to
exceed$1,000,000 per year for each contract. A minimum of $2,500 in
task order work shall be awarded under each of these contracts in the
basic contract period with no guaranteed minimum for any of the
exercised option periods. To be considered under this solicitation,
firms must meet and show conformance to the following minimum
requirements: 1) Architectural, civil/structural, mechanical, and
electrical design office(s) must be located within the primary service
area for which the firm is requesting consideration. The design
office(s) must be in operation at the time of this solicitation. 2)
Services shall be provided under the direction of an Architect or
Engineer currently licensed in the area for which the firm is applying.
All plans, specifications, drawings or reports submitted under this
contract will require the personal seal of the Architect or Engineer.
3) Demonstrate the capability to design projects in both English and
metric. 4) Demonstrate the ability to comply with the following
requirements: Drawings shall be created and submitted in native AutoCAD
release 14 format. Drawings created in other CAD programs and then
translated into AutoCAD are not acceptable. Specifications, reports,
databases, and similar items shall be submitted in native Corel
WordPerfect format. The firm shall update software versions at their
own expense at the request of the Government. Selection of firms will
be based on the following evaluation factors, which are listed in
descending order of importance: (1) Professional Qualifications of the
firms and proposed staff necessary for the satisfactory performance of
the required services; (2) Specialized experience and technical
competence in the type of work required; (3a) Western United States
area only: Knowledge of the applicable regulations for the various
states within the primary geographical area and location in the general
area of the Seattle, WA procuring office. (3b) Hawaii and Pacific area
only: Knowledge of the applicable regulations for the various states
within the primary geographical area and location in the general
Honolulu area. (4) Past performance on contracts with Government
agencies and private industry with evidence of cost control, quality of
work and compliance with performance schedules on similar projects; (5)
Capacity: Management plan, scheduling, and production capabilities to
accomplish the work in the required time specified by each task order;
(6) Construction Management: experience and capability in managing and
inspecting construction. The contractor should have capability in the
following disciplines: architectural, mechanical, electrical,
structural, civil, geo-technical, cost estimating, value engineering,
and construction support. Business arrangements for those disciplines
to be furnished by subcontracting or outside consultant services must
be fully described. A statement indicating willingness to participate,
signed by a principal member of each proposed consultant must be
furnished. The proposed contract is 100% set aside for small business
concerns. The SIC code for this procurement is 8711/8712 and the size
standard is $2.5 million. Pertinent statements relative to the
evaluation factors shall be included in Part 10 of SF 255. Firms
wishing to be considered must submit completed SF-254(s) and SF-255(s)
and other pertinent information as required above. All submittals must
be in original plus two copies. Brochures or other presentations beyond
those sufficient to present a complete and effective response to this
announcement will not be considered. Submittals must be received at the
