Oceanic and Atmospheric Administration (NOAA), National Weather Service
(NWS) in Silver Spring, Maryland is seeking sources for current and
future international and domestic hydrometeorological projects.
Responding to an increase in demand, NWS is expanding its international
activities in hydrology by providing interested client nations with the
National Weather Service River Forecast System (NWSRFS) and associated
technologies. Funding for each project is provided to NWS by sources
such as the U.S. Agency for International Development, the World Bank,
or the client government. International projects will consist of two
basic tasks -- requirement assessment and implementation -- each to be
carried out by a different vendor to avoid conflict of interest.
Domestic projects include implementation of NWS hydrometeorologic
technology at NWS River Forecast Centers. Project implementations
include software transfer and modification; installation of data
integration and data base management systems and telecommunications
systems; and training. Acquisition of some data processing hardware
such as work stations and communications and related peripheral
equipment, as required, is also planned. Familiarity and demonstrated
experience with the NWSRFS, the Automated Local Evaluation in Real Time
(ALERT), Weather Forecast Office Hydrologic Forecast System (WHFS), the
Manual Calibration Program process and Interactive Calibration system,
and other NWS forecast system calibration related software, design of
and support for hydrometeorological data collection and processing
systems; flood preparedness and response planning, integrated water
resources management at multi governmental levels, as well as the
ability to work across cultures in the international arena, are
expected of all participants. Responses to this sources sought synopsis
shall be submitted within fourteen (14) days of publication in the CBD
to the following address: U.S. Department of Commerce/NOAA,
Acquisition Management Division/ ADP Contracts Branch, 1305 East West
Highway, Room 7604, Silver Spring, MD 20910, Attention: Mr. LaMar
Carlson. Please reference "Planning and Implementation of International
and Domestic Hydrometeorological Projects" in your letter. This
acquisition will be conducted using a streamlined acquisition process
described in a document entitled "Department of Commerce Acquisition
Process Case for Change". The document can be found on the Internet at
http://oamweb.osec.doc.gov/conops/ . The intent of this new process is
to provide an improved acquisition environment that will benefit both
the vendor community and the Government. This announcement is only a
sources sought synopsis to identify interested sources and is not a
solicitation announcement for proposals. No contract will be awarded
pursuant to this synopsis. Furthermore, the Government does not intend
to pay for information received in response to this synopsis. All
submissions shall be limited to a maximum of ten (10) pages. Posted
