support to establish and operate a full service, LAW ENFORCEMENT
oriented Employee Assistance Program (EAP) that is responsive to all
INS employees, their immediate family and other qualified clients. The
EAP provider must service clients in locations throughout the United
States, Guam, Puerto Rico, the Virgin Islands, and foreign posts.
Currently the client pool is based on 28,000 INS employees with
expected growth to 30,000 employees by the year 2000. The EAP provider
shall provide appropriate prevention, diagnosis, short term
counseling, training, information & referral services for organizations
and individual needs which impact the quality of life and job
performance of the INS client(s). The organizational and individual
needs include but are not limited to drug abuse, alcohol abuse, trauma,
mental illness, mediation, focus groups, relationship/family conflicts,
financial stress, spouse employment, and relocation concerns as well as
social, physical, and emotional problems. The provider shall perform
primarily face-to-face support although telephonic support may be
permitted in specific circumstances. The provider may perform this
support on the contractor's site or in government or INS facilities.
Key personnel are the Training Administrator who requires 1. Five years
of law enforcement training experience, and 2. Ph.D. in Psychology or
Masters of Social Work (MSW), and the Administrative Clinician/Clinical
Administrator who requires 1. Ph.D. in Psychology or MSW, and 2.
Certified (with training from a State licensed entity) Addiction
Counselor (CAC) or have at least two years of experience in addiction
counseling. Non-Key clinician personnel must be licensed MSW or Ph.D.
Psychologists. Non-Key personnel with CAC and Law enforcement
qualifications represent a greater value for evaluation purposes. The
INS has mandatory requirements that include but are not limited to: The
provider shall provide 24 hour, 7 day per week toll free telephone
access including telephone devices for the deaf to the INS clients.
This toll free number must be answered within 1 minute and manned by
approved mental health counselors during core hours. Post incident
debriefing services provided by Ph.D. (Police) Psychologists, or MSW or
Ph.D. with three years of law enforcement clinical experience are
required to respond and travel to individual and major traumatic
incidents within five hours of notice of an incident. The provider
shall establish and maintain confidential, detailed client records and
a database, which allows reporting by specific data elements such as
a location, age, sex, discipline, etc. The provider shall prepare and
report Drug Free Workplace Reports per federal statute. The provider
shall create an INS specific EAP web site with hyperlinks to
appropriate resources, an INS EAP newsletter, and INS program
literature. The provider shall participate in biannual Advisory Board
meetings and report on EAP performance including problems and
solutions. The provider shall prepare transition plans for their
initiation &conclusion of the EAP to any other provider for the
beginning and end of any resulting contract. The provider shall detail
their record keeping methodology and confidentiality procedures
including record transfer procedures. Other deliverables include
training and training materials, statistical records, problem reports,
monthly reports, and annual reports. The INS anticipates the award of
a fixed price contract with a base year and four one-year options. The
INS will conduct a best value evaluation of the written proposals
received in response to the solicitation. All responsible sources are
