equipment and provide labor to Prep, prime and paint all interior
surfaces at the U. S. Coast Guard housing units located in Sitka
Alaska. Anticipate painting approximately 16 units, 7 two bedroom, and
9 three bedroom with the possibility of 05 optional units from May
1999 through and including September 1999. Solicitation to be issued on
or about 3/12/99. Quotations must be submitted to this office no later
than 7 March 1999. There is no charge for these documents. The work
required by this solicitation is identified as Industry Standard #1721,
and the applicable size standard is 7 million in annual average gross
revenue of the concern for the last three fiscal years. This
procurement is issued pursuant to the Small-Business Competitiveness
Demonstration Program; Public Law 100-656, as implemented by the OFPP
Policy Directive and Test Plan dated 8/31/89. This is not a small
business set aside. Award will be made to the responsible firm offering
the lowest price. All responsible sources may submit a bid, proposal,
or quotation, which shall be considered by the U. S. Coast Guard.

Alternative payment protection shall be required after Purchase Order
award, in the form of payment bond, certified or cashiers' check, bank
draft, money order or currency. The penal amount of payment protection
shall equal 50% of the contract price. For Minority, Women-owned, and
Disadvantaged Business Enterprises (DBEs)! The Department of
Transportation (DOT), Office of Small and Disadvantaged Business
Utilization (OSDBU), has a program to assist minority, women-owned and
disadvantaged business enterprises to acquire short-term working
capital assistance for transportation-related contracts. This is
applicable to any eligible prime subcontractor at any tier. The DOT
Bonding Assistance Program enables firms to apply for quote,
performance and payment bonds up to $1.0 millionper contract. The DOT
provides an 80% guarantee of the quote amount to a surety against
losses. Loans are available under the DOT Short Term Lending Program
(STPL) at prime interest rates to provide accounts receivable
financing. The maximum line of credit is $500,000. For further
