Telephone Switchboard Operations at Elmendorf AFB, Alaska On July 28, 1997 it was announced under the direction of the Department of Defense/Department of the Air Force, that Telephone Switchboard Operations at Elmendorf AFB, Alaska Is to be the subject of an A-76 Cost Comparison Study. The Federal policy for the performance of recurring commercial activities was established in the '1993 Office of Management an d Budget (OMB) Circular A-76 "Performance of Commercial Activities." The intent of the program is to determine the most efficient and effective method of providing services. The study will determine whether commercial activities should be performed under contract or in-house with government personnel. The contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision and other items and services necessary to perform all telephone switchboard tasks and functions. Telephone operations operates the telephone switch board to provide command, control and administrative telephone service for the 3rd Wing, including all active duty, Air National Guard, Reserve, Department of Defense and non-appropriated fund organizations at Elmendorf AFB, Alaska. Telephone Operations is responsible for operating automatic or manual administrative telephone exchanges, maintenance of the telephone directory, answering customer complaints and providing customer education. The performance period will be a Basic Year plus Four Option Years. Issue date on or about February 23, 1999 with proposals due approximately 45 days after the Request for Proposals (RFP) is issued. Instructions for submission to include time and place are contained in the RFP. The proposed contract type is Firm-Fixed Price and the solicitation will be unrestricted. All responsible sources may submit a written proposal, which shall be considered.
