combined synopsis/solicitation for commercial services prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; offers are being requested and a
written solicitation will not be issued. The solicitation number is
F0470099T0433. This solicitation is issued as a request for quotation
(RFQ). The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 97-10.
The standard industrial classification code is 8299. The size standard
is $18.5M. This acquisition is unrestricted. The acquisition is for
the following services: Contractor shall provide instructors and
simulators in order to familiarize USAF Test Pilot School (TPS) student
and staff members with state-of-the-art aircraft simulation. The
training shall include a classroom style presentation followed by
hands-on flight instruction in multi-engine, jet aircraft simulators.
All training shall be conducted at a single contractor facility. The
contractor shall provide experienced instructors and aircraft
simulators that reproduce with a high degree of realism the handling
qualities, performance, and systems operation of various aircraft in
order to meet the following TPS objectives: a. Evaluate the effects of
currently used visual systems on the overall simulation; b. Evaluate
the effects of motion systems on the overall simulation; Operate and
evaluate large aircraft systems including flight instrument
presentations, flight management systems, and flight control systems;
d. Evaluate the use of simulation in its role as a substitute for
flight training in aircraft; e. Understand the use of simulators in new
aircraft development, flight test preparation, and handling qualities
studies. Instructor Requirements: All classroom and simulator
instructors shall be experienced in both simulator/simulation
development and flight testing. The simulator instructors shall be
qualified as "instructor pilots" for the aircraft simulators. Flight
instructors familiar with USAF and/or USN Test Pilot School objectives
and curriculum are strongly desired. Simulator Requirements: The
contractor shall provide at least four different simulators
representing aircraft from at least two different manufacturers. In
addition, all of the simulators shall be Level C certified and at least
two of the simulators shall be Level D certified. Desired aircraft
simulators are DC-10, DC-8, Boeing 727, 737, 747, 757, 767, 777, Airbus
A300, A310, A320, A340, MD80 series, and MD90 series. A Boeing 747 with
KC-10/KC-135 air refueling simulation is strongly desired. The Level C
simulators shall have the following capabilities as a minimum: (1) A
full aerodynamic program to include ground effect, turbulence, and wind
shear models; (2) A full six-degrees of freedom motion simulation; (3)
Airline industry representative avionics suites such as flight
management computer systems, thrust management systems, fault display
systems, electronic flight instrument systems, etc; (4) A flight
control system that matches the static and dynamic characteristics of
the represented aircraft; (5) Engine out and other emergency procedure
operations; (6) Simulation time delay not to exceed 150 milliseconds;
and (7) A 4 window Computer Generated Image (CGI) visual system that
includes airport ground and airborne traffic and is night/dusk CGI
visual. The Level D simulators shall have the following capabilities as
a minimum: (1) All Level C capabilities; (2) All aircraft buffet
characteristics (stall, flaps, spoilers, landing gear, Mach number
effects, etc.) must be accurately simulated; (3) High fidelity visual
systems accurately representing daylight operations, landing illusions,
adverse weather (rain, hail, thunderstorms), wet/snow covered runways,
and weather radar. Session Events: TPS will work with the contractor
to schedule a session about 60 days prior to the requirement. The
contractor shall provide TPS a list of the scheduled simulators and at
least one copy of training materials for each aircraft scheduled at
least 30 days prior to the scheduled session. The training materials
shall include the following information as a minimum: (1) Flight
management systems characteristics and operation; (2) Auto-flight
systems characteristics and operation; (3) Represntative normal,
abnormal, and emergency profiles for takeoff and landing. Each session
shall begin with an one to two hour classroom presentation followed by
a brief tour of the simulation facility. The presentation shall
include, but not be limited to, the following topics: (1) Historical
development of simulators; (2) Principles of operation for the
simulators to be used, to include discussions of the visual systems,
motion systems, and associated time delays; (3) Use of simulator
training in place of in-flight training for FAA aircrew certification;
(4) New concepts in simulation techniques and future applications; (5)
Examples of simulator use in aircraft or systems testing; and (6)
Application of flight test data to simulator performance and flying
quality development. To accomplish the simulator training, TPS student
and staff members will form teams generally consisting of one pilot
and one engineer. Each team shall receive at least one hour of
instruction in each of four different aircraft simulators with the
following conditions: (1) Each team receives a pre and post flight
brief for each simulation; (2) Each team experiences simulators
representing aircraft from at least two different manufactures; (3)
Each team experiences Level C and Level D simulators; (4) Each team
experiences at least 30 minutes of air refueling simulation if
available. Term of the contract will be five years, commencing on 15
Apr 99 and going through 14 Apr 2004 Estimated number of sessions per
during contract is 10. Approximate Session Dates: May and November of
each year. Estimated Simulator Hours for each Session: 48 -- 60,
determined by dividing the total number of student and staff
participants by 2(two per team) and then multiplying by 4 (1 hour in 4
different simulators). CLINS: 0001, estimated 10 each Basic Aircraft
Simulator Training Sessions including (as detailed in the SOW):
Simulators and instructors for 48 simulator hours; Instruction and
materials for 1-2 hour classroom presentatio; and Training materials
for each simulator. CLIN 0002, estimated 360 Additional Simulator Hours
including instructor (as detailed in the SOW). The following provisions

following DFARs clauses apply to this acquisition: 252.212-7001,
