Work consists of furnishing all plant, labor, equipment and materials
for demolition work at McChord AFB, WA. The following items are a brief
summary of the project. Contractor is responsible for accomplishing all
items of work in accordance with the applicable drawings,
specifications, and provisions of the contract. Any sundry labor,
materials, equipment, and/or appurtenances not specifically detailed or
specified, but required to complete the project, shall be provided as
an integral part of scope of work hereinafter specified. This will be
a Basic Ordering Agreement/Task Order Contract which will address all
stages of building demolition. It may include Asbestos Abatement, Above
Ground Storage Tank/Underground Storage Tank Removal, Asphalt and
Concrete Demolition, and Site Restoration, including soil remediation.
Building type and structure, along with the specific nature of work
will be described in each task order. Each task order may include the
following: (1) Conduct an Environmental Control Survey consisting of
sampling, testing and analysis for hazardous material containing
building components (i.e., asbestos, lead, etc.) and contaminated soil,
resulting from abandoned underground storage tanks or underground
sumps; (2) Remove all hazardous materials containing building
components and contaiminated soils in accordance with applicable
regulations; (3)Locate and cap all service utilities; (4) Demolish,
remove, and dispose of buildings; (5) Remove underground sump or
storage tanks with peripheral equipment; and (6) Restore site top soil
and hydroseed, sod, concrete sidewalk with curb and gutter or asphalt
cement. The magnitude of construction for the initial task order is
between $100,000.00 and $250,000.00. Solicitation will be issued on or
about 08 Mar 99 with a proposal closing date on or about 08 Apr 99.
This solicitation will be issued utilizing competitive 8(a) procedures
with competition limited to 8(a) firms located within the SBA Region
X (covering the states of WA, ID, AK, & OR). SBA Requirement Number is
1013-99-901873. Period of Performance of the initial task order is 90
continuous calendar days from receipt of Notice to Proceed. The
applicable SIC Code is 1795 with an average annual income of $7.0
million for the last three fiscal years. NOTICE TO OFFERORS: We
contemplate the use of "Best Value" techniques in determining the
establishment of the Basic Ordering Agreements. Those firms receiving
a Basic Agreement will then be allowed to compete on a price basis for
individual task orders. All requests for bid sets must be in writing,
