This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in FAR Subpart 12.6, as supplemented in
this notice. This announcement constitutes the only solicitation;
proposals are being requested and a written solicitation will not be
issued. The Request for Proposal (RFP) is identified by solicitation
No. BEP 99-20. The solicitation document and incorporated provisions
and clauses are those in effect through Federal Acquisition Circular
97-09. This acquisition is a Small Business Set Aside. This SIC code is
1796 with a Small Business Size Standard of $7,000,000.00.
Specifications for Electronic Control System for Bureau Elevators -- 1.
Minimum Specifications for elevator control system-The Electrical
Control system for the Bureau of Engraving and Printings (BEP)
elevators will be installed on #13 elevator located in the Annex
Building on the 14th Street Side. This control system will allow the
operation of the elevator within the following specifications: a.System
configuration-DC-SCR Static Drive Application b. Car Speed-500 FPM.

H. This control system is to be built by using readily available
standardized components that are not custom made to any one
manufacturers requirements; this section is requiring that the various
components of the system be readily available from many vendors as
off-the-shelf items. All documentation is to be furnished in print form
and also in a digital format (TIF format) to allow storage in a PC
based system. 2. Minimum Specifications for control panel system/floor
indicators-The car control system fixtures shall be furnished in a
type of vandal resistant fixture to deter destruction of components of
the panel. The fixture should use a combination of heavy gauge
stainless steel faceplate and a "positive stop" style button. This car
control fixture shall be required to meet or exceed any OSHA
requirements (this should include requirements fire control and
emergency medical control of the elevator, which will key controlled).
This OSHA compliance should also detail requirements for Braille
identification. The car control panel will also contain communication
provisions, emergency lighting, and indication of current position.
Position indicators furnished with the system shall be mounted on each
floor with a readout designating floor location and indication of
direction (up arrow or down arrow) from current location. These
controls shall also be furnished as a vandal proof type hall call
stations. 3. Installation Requirements-The installation of this system
is to be conducted by the contractor on #13 Elevator in the Annex
building of the Bureau of Engraving and Printing. The installation will
be completed by the contractor and tested to be in compliance with all
applicable OSHA or other regulating authorities safety requirements
and pass proper certification test. The installation of this equipment
and testing should be completed within eight (8) work weeks (40
consecutive workdays), Monday through Friday) after contract award. 4.
Training Requirements-the installation is to be conducted in such a
manner that the Bureau of Engraving and Printing personnel will gain
sufficient knowledge and experience to install similar systems on the
other seven (7) elevators. The contractor will supply sufficient
hands-on experience to Bureau mechanics to allow them to obtain
necessary skills to install additional systems to the point of having
safety and certification tests completed. For technical information

Criteria 1-Past Performance: A statement and discussion of the
offeror's previous performance on contracts of similar type and
complexity, i.e., overall technical and management performance with
name and contact person. Scoring-Pass/Fail. Award will be made to the
most technically acceptable offer following evaluation of past
performance. If all offers are deemed technically acceptable award will
be based on lowest price. All factors will be considered. FAR 52.212-3
