Dale_Gaston@oas.gov. The Office of Aircraft Services (OAS) is the US
Government organization assigned to oversee the operation of aircraft
used in the support of assignments for the Department of the Interior
(DOI). OAS is developing a fleet modernization and replacement plan to
provide replacement airplanes for part of the DOI Bureaus existing
fleet. This fleet consists of a mix of Cessna 182, 206 Partenavia and
Dehavilland aircraft used in an aerial survey and mission support
roles. OAS wishes to contact companies interested in providing new
airplanes certificated to US civil aircraft standards. The desired
aircraft will have a mix of characteristics not known to exist in
current production airplanes. OAS is seeking an airplane with low
direct operting costs that has conventional construction, amphibious
and wheel / ski landing gear configurations, extraordinary outward
visibility, large payload, uses turbine fuel, and has an endurance of
more than six hours. Flight parameters include a wide range of survey
airspeeds accompanied by a high cruise speed. Areas of opertion vary
from the arctic North Slope through the desert to tropical
environments. Both VFR and IFR flight is anticipated. Flight controls
need to be simple and conventional. The use of onboard-computerized
survey systems may preclude instrumentation and control systems that
are EMP intolerant. The target airplane must be able to be maintained
by personnel in remote locations without resorting to extensive
retraining and adding additional equipment ot that normally found in
general aviation locations. Offerors possessing the capability to
provide this type of aircraft are invited to submit a summary of their
capabilities and descriptive literature addressing the above
characteristics. Please include your relevant background and
