Institute of Standards and Technology (NIST) intends to negotiate with
Robotic Systems Technology of Westminister, MD, on a sole source basis
for a 32-Laser Rangefinder Line Scanner to include a Processor Board
Assembly with FireWire Interface. The design, physical, and performance
characteristics of the 32-Laser Rangefinder Line Scanner shall include
the following: The laser shall have a nominal maximum range of 50
meters; the laser line scanner shall have 32 horizontal line scans,
each line shall cover 90 degrees in azimuth having 180 range
measurements at .5 degree steps; the 32 lines shall be equally spaced
over +/- 10 degree steps; the system size not including the shroud
shall be 14.5 inches wide by 5.56 inches high by 12.5 inches deep; the
system shall have a scan rate of 60 scan frames per second; the input
voltage shall be 18 to 32 volts DC; and the power shall be less than
110 volts. The equipment shall be compatable with the Department of
Defense Demo III program. The required delivery is 30 weeks after
receipt of order, FOB destination, Gaithersburg, MD. The government
intends to issue a fixed price purchase order for this requirement. The
proposed contract action is for supplies or services for which the
Government intends to solicit and negotiate with only one source in
accordance with FAR 13.106-1(b). Interested persons may identify their

intent is not a request for competitive quotations. However, all
quotations received by 3:00 PM Eastern Time March 5, 1999, will be
considered by the Government. A determination by the Government not to
compete this proposed acquisition based upon responses to this notice
is solely within the discretion of the Contracting Officer. Posted
