COMMERCE BUSINESS DAILY ISSUE OF FEBRUARY 24,1999 PSA#2289DOC; Mountain Administrative Support Center; Acquisition Management
Division; 325 Broadway MC3; Boulder, CO 59 -- TRANSISTORS FOR USE IN WIND PROFILERS SOL NRMGM-903015DT DUE
031299 POC Doris Turner, Purchasing Agent, 303-497-3872; FAX:
303-497-3163 E-MAIL: NOAA; MASC Acquisition Management,
Doris.P.Turner@noaa.gov. The National Oceanic and Atmospheric
Administration (NOAA) proposes to negotiate on a sole source basis with
AMT, 2570 E. Cerritos Ave. Anaheim, CA 92806 to provide 400 transistors
for use in wind profilers located in a 17-state area of the central
U.S. for use by the National Weather Service in weather forecasting.
The transistor manufacturer, Thompson, discontinued the SD1564-H4
transistor used in the transmitter. AMT purchased stock sufficient to
cover our current needs. The following specifications cover the
requirements for the NPN, silicon RF transistors required (P/N
SD1564-H4). Maximum ratings: Collector -- base voltage, 65 Volts dc;
Collector -- emitter voltage, 30 Volts dc; Emitter -- base voltage, 3.5
Volts dc; Collector current -- continuous, 28.8 Amps dc; Total power
dissipation, 1167.0 W(Pulsed); Operating junction temperature range,
-65 to +200 degrees C; Storage temperature range, -65 to +150 degrees
C. Burn-in test: all devices shall be capable of operation for 160
hours minimum under the following conditions: Temperature ambient, 25
degrees C; Voltage collector base, 10 Voltage dc, minimum; Junction
Temperature, 150 degrees C, minimum; operated at a sufficient power to
obtain specified junction temperature, 150 degree C, minimum. We have
a more complete specification package, i.e. the AMT Source Control
Drawing, that completely describes our need. Anyone who plans on
responding should request a copy of that source control drawing to
ensure that they fully understand our specifications. Interested
sources proposing to supply an equivalent item must submit a written
qualification statement by fax, clearly establishing capability to meet
the above requirements within 15 days from the date of this synopsis.
In the absence of other qualified sources, it is the intent of the
government to negotiate a sole source contract under the authority of
41 U.S.C. 253 (c) (1) with AMT, 2570 E. Cerritos Ave., Anaheim, CA
92806 as this source is considered to be the only known qualified
source which will satisfy agency requirements. This announcement is
being issued under the Simplified Acquisition Procedures, FAR Part 13
(NTE $100,000.00). Agency level protest procedures are at
http://www.doc.gov/oam/conops/#REFERENCE. FAR Clauses in full text are
