63 -- UPGRADE FACILITY MANAGEMENT SYSTEM POC Lisa M. Botella, Point of Contact, Regina M. Herchak, Contracting Officer, (215)233-6551, fax (215) 233-6558 The USDA, Agricultural Research Service (ARS), intends to negotiate solely with Johnson Controls in Milwaukee, WI to upgrade an existing Facility Management System. Delivery shall be F.O.B. Destination within Consignee's Premises to the USDA, ARS, U.S. Plant, Soil and Nutrition Laboratory in Ithaca, New York within ninety (90) calendar days from receipt of the purchase order. The Contractor shall provide all equipment, labor, materials, engineering, technical supervision, shop drawings, and training, as required to upgrade an existing Facility Management System (FMS) to monitor and control all of the on-board devices and equipment to ensure the facility is safe, comfortable, efficient and cost effective. The FMS will reside on a standard Ethernet TCP/IP Network. The system's equipment and software must be compatible with the Johnson Controls communications trunk and the Chilled Water System monitored by Cornell University and fully integrate both systems into the existing Cornell University's Central Monitoring Station (VAX) operating system software. The Government shall provide an IBM compatible personal computer. The METASYS DX-9100 System shall include the following components: 1) the METASYS DX-9100 stand alone Application Specific Controllers; 2) a METASYS Persson/Machine/Interface (PMI) operating system software in a Windows98 format that is "Year 2000 Compliant." The graphics software package shall provide a graphic screen with verification capability to allow for visual verification and monitoring of the system; 3) METASYS software programming, including all Application Specific Controllers and Operator Work Station programming labor; 4) new electric/pneumatic transducers (E/P's) and control relays for direct replacement of existing Johnson Controls components; 5) new stand-alone FMS panel hardware and related peripherals, including any interconnecting cabling and power supply; 6) new field devices including remote input/output devices, sensors, transmitters, relays, contactors, transducers, and associated electronics required to effect all interfaces, including all cable required for systems utilizing specialized trunk cables (e.g., multiplex channels); 7) new communication hardware necessary for implementing data links between FMS panels(s) and all field devices; 8) Configurations of the network terminal, portable operator interface to each controller and keypad and display for total network control; 9) A minimum of forty (40) hours of on-site training for the facility manager at the ARS location; 10) Documentation shall include four (4) copies of all submittals, as-built drawings, software manuals, and operation and maintenance manuals. A sequence of operation must be provided on the "as-built" drawings and are to be received within four (4) weeks after installation of the system; and 11) A standard commercial warranty. The Contractor shall warrant that any IT or service under this contract that involve the processing of date and date-related data are Year 2000 compliant. Companies with the demonstrated capability to provide and service such equipment must submit a written substantive statement outlining the Company's and systems' capabilities to the Contracting Officer within 15 days of publication of this notice.
