Electronic Microscope), 1 each, to be integrated into the existing MS
Windows 95 based analysis system network to enhance capabilities.
Detailed salient characteristics are listed in the solicitation. This
is a request for a commercial item. This procurement will be conducted
in accordance with FAR 12 and 13, as authorized by FAR 13.6-Test
Program for Certain Commercial Items. The full system including
hardware and software must be an existing off-the-shelf design.
Prototypes and new designs will not be considered. The system must be
demonstrated to meet the Government's minimum requirements and each
proposed system must be technically reviewed by the Government for the
system's suitability for its intended use. The Government's minimum
requirements are, but not limited to: a spark-source optical emission
analyzer and xray source wavelength-dispersive sequential xray
fluorescence spectrometric analysis system. The system shall be capable
of performing qualitative and quantitative analysis of metallic and
non-metallic materials to determine chemical composition by element and
weight percent, foreign material contamination, and defects in
manufacture. The optical emission analyzer shall consist of a
microprocessor-controlled, capacitor discharge spark-source emitter, a
single, purged, echelle grating spectrometer possessing, and a Charge
Injection Device (CID) detector employing Random Access Integration
(RAI) and Non Destructive Readout(NDRO). The wavelength-dispersive
sequential xray fluorescence analyzer shall consist of a 3.6 kilowatt,
minimum, solid state, microprocessor-controlled xray excitation
source, an end mounted beryllium-window xray tube with a maximum
coupling distance of 20 mm between sample surface and anode of xray
tube, a single, gearless, independently coupled, upward facing
goniometer with collimator, crystal, and detector sets to perform
quantitative detection of the elements beryllium through uranium with
high to very high precision, ability to analyze solids, liquids, metal
particles and drillings, loose powders, and pressed powders and
perform standardless analysis utilizing Uniquant 4 software. Each
analyzer shall be controlled through a MS Windows-95 or -98 based PC.
Controller PCs and all connectors and connecting cables shall be
supplied with the system. Additional software and system requirements
