Geological Survey (USGS) anticipates entering into non-competitive negotiations with Raytheon Corporation of Washington, DC to procure operation and maintenance services in support of its Hazard Support System (HSS) located at the USGS Advanced Systems Center (ASC) in Reston, Virginia. The HSS is currently being developed with Contractor support from Raytheon as an Initial Proof of Concept (IPOC) system to provide national wildfire detection and global volcano/ash cloud detection and monitoring. Completion of the IPOC system is expected in September of 1999, whereby the HSS will begin prototype operations. There may also be a requirement for further HSS development to improve system operations over the anticipated 2-year contract life. Contractor support will include at a minimum: development staff to move the HSS IPOC system to objective level performance; operations personnel to run HSS prototype operations, assist in HSS validation tests; full time resident on-site system administrator; full service and preventative maintenance for all HSS related hardware; and full service to all COTS and GOTS software. Firms who believe they can provide the required operations and maintenance services are invited to submit an affirmative response within 45 days of the publication date of this notice in accordance with note number 22. All such responses will be evaluated in order to determine whether that firm has full knowledge and capabilities to meet the USGS's requirement for successful implementation of the HSS system given that the system will be in a prototype phase. An affirmative response shall include literature, brochures, and other such information corresponding to the required items which demonstrates the capabilities of the offeror's equipment.
