Warfare Center in collaboration with the Naval Sea Systems Command is
soliciting pollution prevention technologies for application to
insensitive munitions energetic materials/components. These low adverse
environmental impact (or "green") technologies must also support the
Navy's Insensitive Munitions requirements as defined by MIL-STD-2105B.
Specific areas of interest include ingredients, formulations,
synthesis, processing, solvent elimination, modeling, simulation,
testing, recover/recycle/reuse technologies andenvironmental impact
assessment techniques for propellants/rocketmotors,
explosives/warheads, primers/igniter/detonators andpyrotechnics.
Particular emphasis should be placed on the ability to reduce life
cycle costs of the energetic materials by addressing environmental
issues, encreasing/maintaining performance, and elimination of the need
for destructive disposal techniques for generated weapon system waste
from manufacture and disposal. Technologies will need to be mature and
commercially available to support fleet introduction within a
three-year period. Offerors are requested to submit an abstract of
their proposed effort prior to submitting a completed proposal to
preclude unwarranted effort on the part of the offer. Any offeror whose
abstract is found to be consistent with the intent of the BAA will be
invitedf to submit a full technical proposal. Such an invitation does
not assure subsequent contract award. Abstracts should conform to the
following format: (a) title page -- include point-of-contact along with
address, telephone and telefax numbers, e-mail address, and signature
by an authorized officer; (b) summary section -- not to exceed three
pages that includes an overview of the proposed technology, approach,
impact (quantified in terms of waste reduction, cost (implementation &
savings), insensitive munitions, performance, and regulatory),
deliverables, estimated program cost and schedule. Proposals submitted
within twelve months after BAA publication will be considered for
award if funding is available. Proposed work should be structed to have
a base period of performance of twelve months, but may include multiple
years phased options that could extend beyondan initial twelve month
period. No award can be made without a proposal to perform a specific
effort within an estimated cost and schedule. The Indian Head Dividion,
Naval Surface Warfare Center anticipates that initial selections will
be made during October/November 1999 timeframe. This announcementwill
remain open for 365 days from the date of publication. Offerors may
submit separate proposal abstracts on any or all of the specific areas
of interest. Proposals may be reviewed and acted on as they arrive.
The Government reserves the right to select for award all, some, or
none of the proposals received in response to this announcement. It is
the policy of the Indian Head Division, Naval Surface Warfare Center,
to treat all proposals as competitive information and to disclose
thecontents only for the purpose of evaluation. Proposals shall conform
to the stated format and include the following information. (a) title
page -- include point-of-contact along with address, telephone and
telefax numberts, e-mail address, and signature by an authorized
officer; (b) summary of technology and deliverables; (c) impact section
-- quantified in terms of waste reduction, cost (implementation &
savings), insensitive munitions, performance, and regulatory; (d)
statement of work -- clearly detail the scope and objectives of the
effort, and specific contractor requirements -- if any portion of the
effort is predicated upon use of government owned resources of any
type, the contractor shall clearly identify the resource(s) required,
the date the resource is required, the duration of the requirement, the
sources from which the resource(s) may be acquired, if known; (e)
schedule and milestones; (f) cost and fee summary -- detailed cost
breakdown by fiscal year, by tasks or subtasks oflabor hours by labor
category, materials, travel, or other direct or indirect costs; (g)
summary of proprietary claims to results, or systems developed in or
supporting this proposal. Offeror's should submit proposal(s) (original
and two hard copies) to Indian Head Division, Naval Surface Warfare
Center, Attn: Code 1143B (Brenda Price), 101 Strauss Avenue, Indian
Head Maryland 20640-5035. To be considered in the initial contract
award period, proposals should be submitted by offerors within 30 days
of notification that their abstract was found to be consistent with
the BAA. Evaluation of proposals will be based on the following
criteria (1) overall technical merit of the proposed effort to
lower/eliminate the adverse environmental impact, meet insensitive
munitions and performance requirements, and lower life cycle costs of
energetic matreials/components; (2) cost and schedule realism (included
is the maturity of the technology to meet fleet transition within a
three year period): (3) offeror's capabilities,related experience,
facilities, techniques, and unique qualifications; (4) cost sharing or
leveraged funding; (5) extent of application for technology (single
system/service versus multiple systems/Service). All proposals
submitted to the Indian Head Division, Naval Surface Warfare Center
shall be considered government property. This announcement solicits the
participation of all offerors capable of satisfying government needs.
The government will not cover any costs associated with proposal
preparation, nor pay, as a direct expense preparation cost on awarded
