is soliciting proposals to conduct analtical r esearch for DLA. The
research will evaluate cost saving opportunities that exist for
integrating the latest private sector logistics research, transport
technology, and security development into practices and procedures from
moving military cargo around the U.S. and throughout the world. Because
of statutory limitations (Public law 105-262) placed on the funding of
this effort, the work must be undertaken by a not-for profit
foundation having a detailed knowledge of national and international
commercial practices in all elements of the supply chain (i.e.,
manufacturing, retail, transportation, and distribution systems)
without bias to any geographic region or industry sector. The language
of the bill does not speak specifically to work to be subcontracted
out to for-profit entities. There doesn't appear to be any prohibition
against the awardee sub-contracting a portion of the work to
for-profit entities. But, a substantial portion of the final product
must be produced by the not-for-profit foundation. Its anticipated two
projects will be assigned immediately after award. The projects are 1)
Virtual Returns where the World Wide Web will be a means of screening
customer turn-ins prior to moving material from a customer's location,
and 2). Delivery Value Management -- an approach to incorporate
industry's best supply chain practices into more traditional DLA
operations such as direct vendor delivery, prime vendor support, and
depot transportation functions. The contractor will deliver a Study
Plan and a Final Draft Report describing the analysis results, and
provide presentations, in-process reviews, and other deliverables as
defined in the Study Plan. A best value award will be made using Source
Selection Procedures. Technical Capability, Organizational
Experience/Supporting Personnel are of equal importance and
significantly more important than cost/price. A Time and
Material/Indefinite Delivery Contract will be awarded for a one year
period under which Tasks Orders will be issued. All responsible
not-for-profit foundations may submit an offer which shall be
considered by the Agency. Those desiring a Request for Proposal package
