Fixed-price, Indefinite Quantity Contract, may include, but not limited
to, all work required to perform nondestructive examinations and
evaluations of selected structural members and their welds on the
hydraulic steel structures in the Rock Island District, U.S. Army Corps
of Engineers. Examples of hydraulic steel structures that will require
examinations are lock miter gates and emergency bulkheads. Service may
be required on very short notice. Services may be required anywhere
within the Upper Mississippi River Valley and along the Illinois
Waterway within the states of Illinois, Iowa, Missouri, and Wisconsin.
Work and services under this contract shall be assigned by task orders
duly issued by the Contracting Officer. The work and services required
under this contract shall be completed by the Contractor within the
time negotiated and shall be specified in each work order. The contract
period will be for one (1) year with the Government having the option
to renew for four (4) additional one-year periods. The contractor shall
furnish all material, equipment, supplies, labor, transportation, and
services required to accomplish the work. Proposals will be evaluated
using five major factors or categories as follows: Personnel
Qualifications, Past Performance, Schedule of Rates, Geographic
Location, and Organizational Capability. Those proposals that are so
deficient that major revision or addition would be necessary to make
the proposal acceptable will be notified that their proposal is
unacceptable and will not be permitted to be revised, and no further
consideration of the proposal will be given. The Government intends to
evaluate proposals and award a contract without discussions with
offerors. Therefore, each initial offer should contain the offeror's
best terms from a cost or price and technical standpoint. However, the
Government reserves the right to conduct discussions if alter
determined by the Contracting Officer to be necessary. The total cost
of all work orders per year shall not exceed $100,000.00 with
individual work orders not exceeding $60,000. Minimum guaranteed annual
amount shall be $2,000.00 for the initial year; and $1,000.00 in any
option year, should options be exercised by the Government. This
procurement is 100% small business set aside. Set of specifications
will be furnished at no cost. All responsible sources may submit an
