This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation No. DTRS57-99-Q-80037 is issued as a Request for Quote (RFQ). This solicitation is being conducted under Simplified Acquisition Procedures (SAP). This solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 97-10. The Standard Industrial Classification Code is 7381, and the small business size standard is $9.0M. The Volpe National Transportation Systems Center (Volpe Cente r) has a requirement to assist Region VIII of the United States Environmental Protection Agency (EPA) with their Jacob Smelter Soil Removal Actions Project. As part of this project the Volpe Center will maintain a field office, a staging area and other construction specific areas on a workday basis. The site areas are up to 2 miles apart and a vehicle will be required to conduct rounds. This Statement of Work is for unarmed security guard services for field office, staging area and construction areas during all non-working hours for the scheduled duration of the project. The Jacobs Smelter Site is located in Stockton, Utah in northeastern Tooele County. Stockton is seven miles southwest of the town of Tooele and approximately 40 miles southwest of Salt Lake City, Utah. The site is a ccessed by US Route 36. The unarmed security guard will have use of the Government trailer, a desk within the trailer, and the Government telephone during his or her shift. The Government telephone shall only be used for business and emergency purposes relative to this requirement. The vendor shall provide all the necessary equipment, material and labor to perform the following tasks: 1. Conduct daily in-brief with Government and contractor representatives and prepare daily in-brief log; 2. Conduct daily out-brief with Government and contractor representatives and prepare daily out-brief log; 3. File daily in-brief and out-brief logs in the Government trailer file cabinet; 4. Conduct rounds of Government field office trailers and equipment, Government staging area, and construction area (s) and document log. Rounds shall be conducted every two hours of the un-armed security guards shift; 5. Notify Government and or contractor personnel, as determined in the daily in-brief, of emergency situations. Proposals shall include the following information in a written quotation: 1) a lump sum price for all services to be performed as described above; 2) The hours of work shall be as follows: Monday through Saturday, 5:00 pm -- 7:00 am, 14 hours, and Sunday, 24 hours. The lump sum shall be based upon the hours and a project schedule of 4 months beginning on March 15, 1999 and ending on July 15, 1999; 3) Submit a lump sum price for a fifth month beginning on July 16, 1999 and ending on August 15, 1999; 3) Submit a lump sum price for a sixth month beginning on August 16, 1 999 and ending on September 15, 1999. At the Government's discretion, a one-month extension will be provided to the successful bidder's contract up to a maximum of two one-month extensions. The first extension shall be provided by June 30, 1999. The second extension will be provided by July 31, 1999; 4) a unit price for unarmed security guard coverage for 24hrs on a holiday (Memorial Day, 4th of July and Labor Day) as well as a price for a regular 24 hour day. At its option, the Government can request and award additional days based upon these rates for unarmed security guard services. All efforts will be made by the government to provide the request 24 hours prior to the requirement services. All unarmed security guard rates shall be based upon United States Service Contract Act r ates for the Stockton, Tooele County, Utah area. The provision at 52.212-1, Instruction to Offers -- Commercial, is hereby incorporated by reference. The provision at 52.212-2, Evaluation -- Commercial Items: The Government will award a purchase order resulting from this solicitation to the responsible offeror conforming to the solicitation that will be the best value to the Government, considering factor will be price. Offers will be received on an all or none basis. A single award will result from this solicitation. All Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with their offer. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, is incorporated by reference. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition; additional clauses cited in 52.212-5 that apply to this acquisition are: 1, 3, 6, 7, 8, 9.
