DOE/AL intends to procure on a sole source basis membership in the Iowa State University Center for Nondestructive Evaluation (CNDE). The intended contractor's address is Iowa State University, Contracts and Grants Office, 213 Beardshear Hall, Ames, IA 50011. This sole source procurement is based on 41 U.S.C. 253(c)(1) which states that supplies or services required by the agency are available from only one responsible source. The DOE/AL weapons complex has significant programs in nondestructive evaluation (NDE) and continuing need for improved NDE technology and expertise in production and research. This membership permits DOE/AL to have: (1) direct involvement in an industry-directed cooperative research program in NDE; (2) early access to a source of industrially-oriented NDE scientists and engineers; (3) opportunity to guide and assist the development of improved NDE technology transfer; (4) influence in the direction of NDE educational developments through input to the CNDE operation and possible cooperative staff arrangements. The period of the membership will be for one year from date of award with four, one year options to extend the membership.
