combination synopsis/solictation for commercial items prepared in
accordance with the format in FAR subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; Proposals are being requested and a
written solicitation will not be issued. This
announcement/solicitation is issued as N62678-99-R-0115 and
incorporates provisions and clauses effective through Federal
Acquisition Circular 97-03. This acquisition is unrestricted and the
Standard Industrial Classification (SIC) is 7353. The Small Business
Size Standard is $5,000,000. Contract Line Item Number (CLIN) 0001: Two
(2) each -- Trackhoes (Linkbelt 4300/Caterpillar 330L), with hydraulic
concrete crusher attachments. Each Trackhoe shall be equipped with the
following concrete crusher attachment: Hydraulic Multi-processor
Teledyne MP-40/Caterpillar CR28 with the crusher jaws. The tool shall
have fully continuous 360 degree articulating head. Minimum jaw open
capacityof 30 inches with both jaws opening. The crusher jaws shall
have both the steel cutting shears (14" minimum) and the concrete
crushing hard surfaced teeth. The concrete crusher shall have a minimum
strength of 100 tons of pressure onthe tips. The concrete crusher
attachments shall come with at least one (1) additional set of
jaws/teeth. Statement of work: 1. The period of rental for the
equipment will be for 5 months starting on or about March 26, 1999. 2.
Offeror to provide unit price and total price for each CLIN including
delivery and pick up charges. 3. Location for delivery and pickup of
equipment will be the Chicora Tank Farm located on Chicora Avenue in
North Charleston, SC. 4. Equipment shall be equipped with enclosed cabs
with caged protection on front cab glass and air conditioning. 5.
Response time for inoperable equipment shall be 6 hours from the time
of notification. If the equipment can not be repaired/replaced within
24 hours, after the initial notification time, then the contractor
shall pay to the Government the sum of $100.00 per hour to a maxium of
$800.00 per day for each piece of equipment that is inoperable. The
following clauses/provisons from the FAR are incorporated by reference:

responsible offeror whose offer conforming to the solicitation will be
the lowest total price to the Government. 52.212-4 Contract Terms and

addition, anyone responding to this solicitation must provide with
their response a completed copy of the 52.212-3 Offeror Representations
and Certifications -- Commercial Items. (Note: FAR text is available

date for receipt of proposals is March 22, 1999 at 2:00 PM. Mail
