X -- MOORING OF AND LAYBERTHING SERVICES FOR EX WISCONSIN AT A NON-NAVY PIER IN HAMPTON ROADS, VIRGINIA, VICINITY SOL N00024-99-R-2202 DUE 042399 POC Contact Contracting Officer Teresa Ryan, 703/602-3102, X224, or CDR Gregory Breen, 703/602-4630, X104 The Naval Sea Systems Command (NAVSEA) proposes to procure layberth facilities and services for the EX WISCONSIN at a private berth in the vicinity of Hampton Roads, Virginia. (The Hampton Roads, Virginia, vicinity is defined as navigable waters adjacent to Norfolk, Portsmouth, and Newport News.) The WISCONSIN is currently occupying pier space at the Norfolk Naval Shipyard (NNSY) that is required for other purposes. The requirement for restricting the area of consideration to the Hampton Roads vicinity is driven by the need for proximity to a Naval Inactive Ship Maintenance Facility (NISMF), which will be responsible for maintenance of WISCONSIN. The primary mission of the WISCONSIN is to serve as a mobilization asset, maintained for possible reactivation. The WISCONSIN will be maintained at the layberth site in retention for mobilization (Category B) status until reactivated or other disposition is made. NISMF Portsmouth will provide for maintenance and oversight of the ship. Services to be provided by the Contractor under this procurement include, but are not limited to, providing, operating, and maintaining a technically acceptable, safe berthing facility of good structural design, construction, and condition; ensuring access to and security of the ship and pier; maintenance of the pier and associated structures, including parking, lighting, communications services, utility services, and trash removal; and developing all required environmental data, obtaining any and all permits or licenses required, and ensuring compliance with all Federal, state, and local environmental laws and regulations applicable to the transportation, operation, and maintenance of berthing for an inactive ship. Ship characteristics of the WISCONSIN are as follows: length overall -- 888 ft; length at waterline -- 860 ft; breadth, extreme -- 109 ft; breadth at waterline -- 108 ft; draft aft, light -- 34 ft; draft forward, light -- 22 ft; displacement, light -- 43,880 dwt; broadside wind area, light -- 43,550 sq. ft.; estimated mast height above waterline (lightship condition) -- 140 ft. Water depth of at least 36 feet (stern) and 24 feet (bow) at extreme lower low water (ELLW) by dredging or other means must be maintained for the length and breadth of the proposed berth and the access routes from the berth to the navigation channel such that the vessel can be safely positioned. After award, the Navy may open the WISCONSIN for public tours. The Contractor under this procurement will be required to cooperate in such efforts, but will not be responsible for the conduct of such tours or for any associated public affairs arrangements.
