SIC Code 1542 -- Indefinite Quantity Contract for Asbestos in Government-owned, GSA controlled or leased buildings in various conties in the States of Arkansas, Louisiana, New Mexico, Oklahoma and Texas, for a period of one year from Notice to Proceed, with two 1-year options. The previous solicitation GS-07P-98-HUD-0093 was cancelled on February 18, 1999. This is a small business set-aside. All responsible sources will be considered. Estimated cost range: Up to $800,000 per year. Project No. 7IQ-99-001, Solicitation No. GS-07P-99-HHD-0014. Bid Opening scheduled for on or about April 26, 1999. The solicitation, including any documents related to this procurement will be avilable on the Internet only on or about March 24, 1999. No hard copies will be available. All contractors downloading the solicitation shall notify this office in writing (either by electronic mail or facsimile) in order to be placed on the planholders' list. Contractors are responsible for downloading their own copy of the solicitation and amendments, if any. These documents will be in .pdf format and will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. The WWW address of the General Services Administration page is http://eps.arnet.gov. It is the contractor's responsibility to monitor this site for the release of the solicitation and amendments, if any. There is a link at the bottom of the CBD Notice on the Internet that will take the reader straight to the page where the synopsis and solicitation is (or will be posted). There is also a link to the point of contact's e:mail address. Contractors can also register to be notified by e:mail of new postings, including synopsis, solicitations, and amendments, to the site, so they do not have to check the site everyday. I encourage contractors to periodically check the site because it is still your responsibility to make sure you have all of the documents related to a solicitation. Work includes all asbestos abatement (constructin) activities, but may require the contractor to make site surveys, to provide determination for confirmatin of asbestos scope of work as site, to take bulk samples of suspect asbestos containing materials (i.e. ACM), and prepare reports on the results of the site surveys. The contractor may also be required to provide an Independent Hygeniest from an Independent Test Laboratory, (10 to oversee the asbestos abatement (construction) activities and (2) to atake and analyze air monitoring samples. The work will primarily require asbestos workers, building laborers, carpenters, lathers, plasterers, truck drivers, industrial hygienists and other disciplines with epecialized experience. Projects will primarily involve asbestos abatement, but may also include selective demolition and/or restoration, including reinsulation, reinstallation of ceiling, etc. More than one project may be in progress at any one given time or locatin during the term of the contract. A bid guarantee will be required in the amount of $160,000. When the contract is awarded, performance and payment bonds will be required to be submitted prior to Notice to Proceed being issued. A pre-bid conference will be held at a time and location, which will be specified in the solicitation. Contractors must be licensed in each of the five states listed above, as "Asbestos Abatement contractors." Proof of licensing will be verified prior to awarding a contract.
