This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This requirement was originally posted on the CBD Net on January 6, 1999, and was printed in the CBD issue date of January 8,1999. The original synopsis announced a contemplated sole source requirement with Winchester Division, Olin Corporation, 427 North Shamrock Street, East Alton, IL 62024-1179. That announcement is now cancelled, and the requirement will now be procured through full and open competition through a commercial solicitation/contract. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is N00178-99-R-1023. The solicitation is issued as a request for proposal. The RFP and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-10. This RFP is not a set-aside. The standard industrial classification code is 3482. The Dahlgren Division, Naval Surface Warfare Center intends to procure a quantity of 592,340 rounds of 5.56mm frangible ammunition (Contract Line Item 0001) for use by the U. S. Marine Corps. The USMC has a need to replace the 9mm submachine gun with the M4A1 carbine and CQB 5.56 ammunition. This change is planned to eliminate the need to carry both the 9mm submachine gun and M4A1 carbine, increase the effective range, improve performance against soft targets, reduce collateral damage and injury to noncombatants, reduce ricochet and over-penetration during CQB and training, and reduce health and environmental hazards. Each offeror must submit with his offer documentation which demonstrates that the proposed ammunition meets the minimum requirements established herein. In order to be considered for award, the proposed ammunition must meet or exceed the criteria established in American Standards Institute/Sporting Arms and Ammunition Manufacturers Institute (ANSI/SAAMI) Z299.4-1990 Voluntary Industry Performance Standards for Pressure and Velocity of Center fire Rifle Ammunition for the useof Commercial Manufacturers. The supplied documentation must demonstrate dimensional characteristics, Chamber Pressure Data, Velocity Data, and Accuracy and Matching Data compared with NATO standard 5.56mm M855 ball rounds. Packaging Requirements: Inner Pack; Packaged 20 rounds per cardboard container, 820 rounds per M2A1 Metal Box; outer pack 2 metal boxes per one wire bound wooden box; 4 layers/48 wooden boxes (78,720 rounds) per 48x40x40 4 way entry pallet. Shipment to NSWC Crane Division, Document number M6785483359501; Location W53XMD. Delivery is required no later than 01 May 1999. The offer must be for the items described above; be FOB destination to Naval Surface Warfare Center, Crane Division; include the proposed delivery schedule and discount/payment terms and warranty duration (if applicable); and be signed by an authorized company representative. Offerors should include their taxpayer identification number (TIN), Cage Code number, and DUNS number. Offers are due by 2:00 PM Eastern Standard time on 19 March 1999. All timely offers received will be considered. All responsible sources may submit an offer which shall be considered by this agency. Offers must include conformance of effective date of award, adequate information and submittals to determine whether the proposed items will meet all the requirements described above. The Government intends to make a single award to the responsible offeror whose offer is the most advantageous to the Government considering price and other factors. The following factors shall be used to evaluate offers: Conformance of offered item to ANSI/SAAMI, Z299.4-1990; price; and past performance. These evaluation items are listed in descending order of importance. Product literature is required for technical information. Testing conducted by NSWC Crane Division during CY 1998 will also be utilized to evaluate the offered ammunition. Provide supporting cost data (such as commercial price list). Award is anticipated no later than 02 April 1999. This synopsis/solicitation document and incorporated provisions and clauses are in effect through FAC 97-11. FAR Clause 52.212-1 Instructions to Offerors Commercial applies to this acquisition. Offerors shall include a completed copy of provision 52.212-3, Offeror Representations and Certifications Commercial Items with their offer. In addition, DFARS Clauses 252.223-7002 Safety Precaustions for Ammunition and Explosives, 252.223-7007 Safeguarding Sensitive Conventional Arms, Ammunition, and Explosives applies to this requirement. A Pre-Award Safety Survey may be required prior to award. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer, whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
