The U.S. Army Communications Electronics Command (CECOM) anticipates award to Raytheon Systems Company, St. Petersburg, FL of a modification to Contract No. DAAB07-97-C-J437 for updating the JTT/CIBS-M software baseline from the current Tactical Related APplication (TRAP) Data Dissemination System (TDDS) Effectivity 1.6 (E1.6) functionality to the TDDS E2.0 requirements. This procurement must be scheduled to maintain pace with the planned TDDS E2.0 IOC. Award is made per FAR 6.302-1(b)(1), "Only One Responsible Source." Adequate technical source data is unavailable. Level III drawings and complete system level documentation suitable to sustain a competitive procurement were not purchased on the current contract and are unavailable since the JTT is still under development.
